In a notable legislative move, Union Commerce and Industry Minister Piyush Goyal introduced The Jan Vishwas (Amendment of Provisions) Bill, 2025, in the Lok Sabha on Monday. The proposed legislation, aimed at amending various enactments to decriminalize and rationalize offenses, has now been referred to a select committee for further consideration. This initiative is set to bolster trust-based governance and streamline living and business operations.

The bill's primary objective is to amend certain provisions to replace minor criminal offenses with monetary penalties, thereby reducing compliance burdens and enhancing the ease of living. A key feature of the proposal includes a 10% increment in fines or penalties every three years, ensuring the governance framework remains robust and fair.

This legislative measure underscores the government's commitment to 'Minimum Government Maximum Governance' by redefining regulatory frameworks. It emphasizes technological advancements and socio-economic shifts in modern-day India. The bill's decriminalization aspect is anticipated to not only conserve judicial resources but also facilitate business growth by allowing administrative settlements of minor violations, thus encouraging a more conducive economic environment.
