Secrecy Shields Russia-India Oil Deal

Amid ongoing discussions, the Petroleum Planning and Analysis Cell (PPAC) of India's Oil Ministry has denied an RTI petition demanding data on oil imports from Russia, citing confidentiality and national interest.
The Central Information Commission backed this stance due to the strategic significance and potential geopolitical ramifications of disclosing such information. Exemptions were formally justified under the RTI Act's Sections 8(1)(a) and 8(1)(d).
The Commission, however, stressed the need for improved transparency and recommended that the Ministry enhance its proactive public disclosures, which are mandated by the RTI Act.
