In the fiscal year 2022-23, Uttar Pradesh emerged as the leader in revenue surplus among Indian states, boasting a surplus of Rs 37,263 crore, as per the latest report by the Comptroller and Auditor General (CAG) of India. The report emphasizes fiscal responsibility, as outlined by the XV Finance Commission, urging states to aim for zero-revenue deficits or surpluses.

Of the 28 states assessed, 16 reported revenue surpluses, with Uttar Pradesh followed by Gujarat (Rs 19,865 crore) and Odisha (Rs 19,456 crore). Meanwhile, 12 states grappled with revenue deficits, collectively amounting to Rs 2,22,648 crore. States like Andhra Pradesh and Haryana recorded revenue receipts significantly lower than their expenditure, highlighting fiscal challenges.

Despite these deficits, the Finance Commission allocated grants to bridge these gaps, totaling Rs 86,201 crore, representing 39% of the aggregate revenue deficit. These financial adjustments aim to stabilize state finances and address ongoing economic disparities across the nation.
