Russian President Vladimir Putin declared on Thursday that Russia would engage in nuclear tests if another nuclear power initiated them. During a conference in southern Russia, Putin alleged that Moscow had detected signs of preparation for such tests by an unspecified nation.

Putin reaffirmed his proposition to the United States, aiming to extend caps on nuclear warheads following the expiration of a critical arms control treaty next year, on the condition that the U.S. reciprocates. He acknowledged ongoing complications in dialogue with the U.S. but emphasized Russia's confidence in its new missile system, the Oreshnik complex.

Furthermore, Putin noted that if China were to join future nuclear arms control agreements, it should include considerations of Britain's and France's nuclear capabilities.
