The Election Commission of India (ECI) has taken decisive steps to enforce the Model Code of Conduct (MCC) as elections approach in Bihar. In directives to the Chief Secretary and Chief Electoral Officer, the ECI emphasized immediate adherence to guidelines that prevent misuse of government resources and properties for electoral gains.
To ensure efficient handling of complaints, 824 flying squads are now operational across Bihar, tasked with addressing issues within a 100-minute timeframe. The ECI underscored the importance of respecting citizen privacy, prohibiting any demonstrations near private residences, and requiring consent for political advertisements or paraphernalia on private properties.
A comprehensive complaint monitoring system, accessible via a 24/7 call centre and the C-Vigil App, has been established for public and political use. This system allows for real-time reporting of MCC violations to ensure swift remedial actions by the electoral body.
Political parties must notify law enforcement in advance of any gatherings to enable appropriate arrangements, complying with prohibitory orders and securing necessary approvals for public address systems. Public resources, such as maidans and helipads, are to be equally accessible to all parties, with allocation based on a first-come, first-served basis, managed through the SUVIDHA module on ECINET.
