Trump Calls on GOP to Overrule Senate Parliamentarian Amid Legislative Battle

President Trump has urged Senate Republicans to challenge the Senate Parliamentarian's ruling that blocked key Medicaid cuts from his policy bill. In a new twist to legislative wrangling, former U.S. President Donald Trump has called on Senate Republicans to override a critical ruling by the chamber's parliamentarian. The Hill reports that Trump's push comes amid mounting conservative frustrations with the current legislative process for his sweeping domestic policy bill.

Trump's endorsement came via a Truth Social post on Sunday, where he backed Republican Representative Greg Steube's proposal to sidestep the Senate Parliamentarian, Elizabeth MacDonough. MacDonough recently barred pivotal Medicaid cuts from being included in the Senate's version of Trump's ambitious "One Big Beautiful Bill."

"Great Congressman Greg Steube is 100% correct. An unelected Senate Staffer (Parliamentarian), should not be allowed to hurt the Republicans Bill. Wants many fantastic things out. NO! DJT," Trump wrote. The call to challenge MacDonough's decision is gaining momentum among hardline conservatives, who are pressing for direct Senate floor action to overturn her decision.

Steube questioned the power of an unelected official to veto legislation supported by millions of Americans. Overriding the parliamentarian's guidance involves a presiding senator issuing a conflicting ruling supported by at least 51 votes, allowing the contentious provisions to advance without adhering to standard reconciliation procedures.

Elizabeth MacDonough, appointed in 2012 by then-Majority Leader Harry Reid, determines if budget-related bills align with Senate rules, enabling certain legislation to bypass a filibuster with a simple majority vote. Reports suggest Senate Democrats are also urging Republicans to assess if a permanent extension of Trump's 2017 tax cuts would breach reconciliation rules by increasing federal deficits. So far, Republicans have resisted these consultations.

The procedural debate outcome will influence whether Republicans adjust the 940-page bill on the Senate floor. Senate Democrats, having tried to overrule the parliamentarian in their own 2022 legislative endeavors, are contemplating a formal floor ruling on the tax cut extension. This development promises to significantly affect the bill's progression.
