In a major citizen-centric governance push, Union Minister of State (Independent Charge) for the Ministry of Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, unveiled the Special Campaign 2.0 focused exclusively on resolving pension-related grievances of Family Pensioners and Super Senior Pensioners (those aged 80 years and above). The campaign, to be run throughout July 2025, is being spearheaded by the Department of Pension and Pensioners' Welfare (DoPPW).

This campaign builds on the Ministry’s evolving strategy of proactive and inclusive governance, highlighting a decade-long commitment to improving pension service delivery mechanisms under the broader umbrella of “Minimum Government, Maximum Governance.”

A Mission to Empower the Elderly

The initiative, which will run from 1 July to 31 July 2025, is designed to address lingering and new grievances in a time-bound, empathetic, and efficient manner, with particular attention to some of the most vulnerable members of society: bereaved families of government employees and elderly pensioners.

Speaking at the launch event, Dr. Jitendra Singh highlighted the transformational reforms undertaken by the Ministry over the past 11 years. He praised the DoPPW’s initiative as a “model for how responsive governance can touch the lives of those who have served the nation.”

“Timely and qualitative redressal of grievances, especially for our senior-most citizens and their families, is not just an administrative function—it is a moral responsibility,” said the Minister.


Campaign Structure and Outreach

The DoPPW has prepared meticulously for the campaign. A preparatory meeting chaired by the Secretary (Pension) was held on 11 June 2025 with all Nodal Officers responsible for handling pension-related grievances across 51 Ministries, Departments, and Organizations.

Key details of the campaign include:

  • 2,210 pension grievances already identified and shared for resolution.

  • Cases are being monitored daily, ensuring real-time tracking and accountability.

  • 25% of cases have already been resolved in the early stages, a strong indicator of momentum and institutional commitment.

  • Ministries are encouraged to share success stories and best practices using media and social platforms, with the official hashtag #SpecialCampaignFamilyPension2.0.


Strategic Goals and Expected Outcomes

The objectives of Special Campaign 2.0 are multifaceted:

  1. Prioritize urgent cases—especially those involving health, age, or financial hardship.

  2. Accelerate grievance resolution timelines by minimizing bureaucratic delays.

  3. Encourage Ministries/Departments to adopt digital tools, fast-track processing, and avoid redundant documentation.

  4. Create a bank of best practices that can be replicated across the civil services system.

  5. Ensure wide public visibility to restore faith in government service responsiveness.

Reform Legacy and Administrative Evolution

This campaign builds upon earlier reforms introduced by DoPPW, including:

  • The introduction of digital life certificates (Jeevan Pramaan)

  • Establishment of a Centralized Pension Grievance Redress and Monitoring System (CPENGRAMS)

  • Ease-of-living initiatives such as online pension tracking and simplified forms

Special Campaign 2.0 reflects the Ministry’s drive to ensure the dignity and welfare of retired government employees, especially widows, dependents, and the elderly, many of whom face procedural delays in accessing their entitlements.

Nationwide Impact and Public Engagement

The campaign also seeks to drive public participation and awareness, especially in rural and digitally underserved areas, by encouraging field officers to liaise directly with pensioners. The Press Information Bureau (PIB) and official social media handles will actively disseminate:

  • Weekly progress updates

  • Real-life case resolutions

  • Infographics explaining pension rights and grievance channels

By institutionalizing compassion and simplifying systems, Special Campaign 2.0 aims to ensure that pension disbursal is not just efficient, but humane.

With more than 25% of cases already resolved before the official start date, Special Campaign 2.0 is shaping up to be a landmark initiative in public grievance redressal. It underlines the government’s intent to create responsive and inclusive administration for its ageing and often overlooked citizen segment.
