Chen, who previously held a vice-ministerial position in the United Front Work Department, is known for his influence operations regarding ethnic minorities, religious groups, and the Taiwan issue.
Controversy over human rights abuses in Xinjiang persists. The UN reported severe violations against mainly Muslim Uyghurs, which China denounces as baseless claims aimed at containing its global influence.
