The Central Adoption Resource Authority (CARA) has officially declared that hard copies of adoption orders are no longer necessary, as digital versions sent via email are legally sufficient under current regulations.

In correspondence directed to states, Union Territories, and adoption-related agencies, CARA sought to resolve confusion surrounding the legality of digital orders, as some agencies hesitated to accept them, causing delays and miscommunication in adoptions. Regulation 13(8) of the 2022 Adoption Regulations specifies the requirements for adoption orders.

CARA clarified through a recent letter that a "certified copy" refers to a digitally authenticated version, not a physical original. Adoption agencies were urged to coordinate at the district level to address procedural challenges in securing and distributing certified digital copies, promoting uniform adoption processes nationwide.
