In a landmark event underscoring India's push toward digital innovation and collaborative governance, Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, and MoS PMO, Dr. Jitendra Singh, inaugurated the ‘Shrishti’ Digital Studio and ‘Sahkar’ Tea Lounge at the Indian Institute of Public Administration (IIPA) headquarters in New Delhi. These new facilities are set to become transformative spaces for content creation, policy education, and administrative synergy.

Developed under the Ministry of Personnel, Public Grievances and Pensions, the ‘Shrishti’ studio represents a state-of-the-art digital hub for knowledge dissemination, government training, and capacity-building—positioning IIPA at the forefront of future-ready administrative learning.


Shrishti: A Vision for Digital Public Administration

The ‘Shrishti’ Digital Studio is envisioned as a content generation and training powerhouse for civil servants, researchers, and policy experts. It offers a high-tech environment to produce digital learning modules, live-streamed seminars, and multimedia resources that will feed into India’s growing e-learning and digital governance platforms, including iGOT Karmayogi.

During the inauguration, Dr. Singh released an official brochure highlighting the studio's capabilities, and formally launched a comprehensive publication titled “Public Administration in India”. This seminal volume emphasizes evolving administrative paradigms in a digital-first era.


APPPA: A Platform for Strategic Synergy

While engaging with participants of the 51st Advanced Professional Programme in Public Administration (APPPA)—comprising senior officers from the Armed Forces, Civil Services, and other allied sectors—Dr. Singh underscored the critical need for synergy between military and civilian administration. He warned against “siloed governance”, calling it a liability in today’s interconnected, real-time policy environment.

Highlighting the success of Operation Sindoor, Dr. Singh noted that India’s ability to execute complex rescue missions stemmed from a seamless integration of armed forces, civil services, and indigenous defence technologies. This, he said, is a shining example of ‘Atmanirbharta’ (self-reliance) in action.

He also acknowledged the first responders' role of the Armed Forces during natural disasters, calling their peacetime contributions as vital as their wartime readiness.


Deep Ocean Mission, SPARSH Portal, and Reforms in Defence Governance

Dr. Jitendra Singh pointed out the collaborative efforts between the Navy and Ministry of Earth Sciences in advancing India's ambitious Deep Ocean Mission. During the session, naval and coast guard officers shared their experiences in disaster management and relief, reinforcing the role of integrated response systems.

He also spotlighted the SPARSH (System for Pension Administration-Raksha) portal, calling it a trailblazing initiative for efficient, transparent, and real-time pension disbursal for defence veterans. SPARSH reflects the Centre’s commitment to digitizing public service delivery with transparency and accountability at its core.


APPPA Revamped under Mission Karmayogi

Now in its 51st edition, the APPPA Programme—a premier mid-career training initiative launched in 1975—has been redesigned under Mission Karmayogi to focus on role-based and competency-driven learning. Modules now include:

  • Design Thinking

  • District Administration Exposure

  • iGOT Karmayogi module integration

  • Urban-Rural study tours

  • Strategic field visits to border areas

This holistic, multi-tiered format is tailored to equip officers with the analytical skills, technological insight, and human-centric approach needed in today’s governance challenges.


From Government to Governance: Transformative Ideals in Action

Echoing Prime Minister Narendra Modi’s vision of “Sabka Prayas”, Dr. Singh stressed that “Today’s India is not only Reforming and Performing, but Transforming.” He noted that Indian governance is becoming increasingly pressure-tested, adaptive, and innovation-driven.

He also reiterated the national transition from traditional "Government" to modern "Governance"—and now toward “Minimum Government, Maximum Governance”, a model characterized by efficiency, transparency, and citizen engagement.


IIPA's Enduring Role in Public Policy and Administrative Thought

Also present at the event were Shri S. N. Tripathi, Director General of IIPA, and Shri Amitabh Ranjan, Registrar of IIPA, who reaffirmed the institute's commitment to staying a hub of academic and administrative excellence. The addition of facilities like ‘Shrishti’ and ‘Sahkar’ aims to foster intellectual exchange and cross-sector collaboration.

The event culminated with enthusiastic participation from public administration stakeholders, signalling India’s readiness to embrace next-generation governance tools grounded in digital capabilities and human synergy.
