PM GatiShakti National Master Plan Accelerates Integrated Infrastructure Development
A cornerstone achievement of PM GatiShakti has been the creation and expansion of a sophisticated geospatial platform.

Launched in October 2021, the PM GatiShakti National Master Plan (PMGS NMP) represents a transformative leap in India’s approach to infrastructure planning, development, and execution. By fostering an unprecedented level of integration, data sharing, and cross-sectoral collaboration, PM GatiShakti is accelerating the creation of world-class, multimodal infrastructure and streamlining socio-economic progress across the nation. In a detailed update to the Lok Sabha, Minister of State for Commerce & Industry, Shri Jitin Prasada, outlined the impressive milestones achieved since the initiative’s inception and its growing impact on national development.
Building a Geospatial Backbone for National Infrastructure
A cornerstone achievement of PM GatiShakti has been the creation and expansion of a sophisticated geospatial platform. This digital infrastructure acts as a one-stop system for comprehensive planning, bringing together:
-
Over 1700 mapped data layers
-
969 layers from States and Union Territories
-
731 layers from Central Ministries and Departments
-
-
Real-time georeferenced data enabling evidence-based decision-making
-
Advanced planning tools/software for both physical and socio-economic infrastructure projects
The platform empowers planners, policy makers, and field-level officials to visualize, plan, and monitor the delivery of complex projects with precision, efficiency, and transparency.
Institutionalizing Integrated and Multimodal Planning
Central to the operational effectiveness of PMGS NMP is the Network Planning Group (NPG) mechanism. Institutionalized across ministries and departments, the NPG’s mandate includes:
-
Holistic project evaluation for integration, multimodality, and synchronization
-
Ensuring last-mile connectivity and maximizing impact in project catchment areas
-
Championing a Whole of Government Approach to avoid silos and redundancies
-
Aligning efforts with the vision of sustainable and inclusive growth
So far, 293 major infrastructure projects—with a cumulative investment of ₹13.59 lakh crore—have been scrutinized and enhanced through the NPG, ensuring they deliver maximum value for money and societal benefit.
Unprecedented Collaboration Across Government
The PMGS NMP’s reach and influence have expanded steadily:
-
57 Central Ministries/Departments have been onboarded, including
-
8 Infrastructure Ministries
-
22 Social Sector Ministries
-
27 Economic and Other Ministries/Departments
-
-
36 States and Union Territories have also been integrated into the platform
-
This cross-sectoral integration enables seamless data exchange, faster clearances, and coordinated project implementation nationwide
Notably, 36 new ministries/departments have been brought into the fold since the initial rollout, vastly widening the initiative’s purview and deepening its impact on India’s growth trajectory.
Funding and Financial Support
While the PMGS NMP does not have a dedicated or separate budgetary allocation, the Ministry of Finance—through the Department of Expenditure—has provided substantial fiscal support. In 2022-23, a special provision of ₹5,000 crore was earmarked for states via Part-II of the “Scheme for Special Assistance to States for Capital Investment” to fund PMGS-related infrastructure development. This infusion has enabled states to leverage the master plan’s digital tools and best practices in project execution.
Capacity Building and Digital Transformation
The rapid onboarding of ministries and states has been matched by significant investments in:
-
Capacity building for officials—equipping them with the knowledge and digital skills to fully exploit the platform’s capabilities
-
Training programs and technical workshops to drive adoption and maximize utility at every administrative level
-
Development of tailored planning software to address sector-specific challenges
This people-centric approach ensures the sustainability of reforms and empowers government personnel to deliver next-generation infrastructure outcomes.
Progress at a Glance
Key statistics as of August 2025:
-
293 infrastructure projects evaluated (₹13.59 lakh crore total outlay)
-
57 Central Ministries/Departments onboarded (including 36 new entrants)
-
36 States/UTs fully integrated
-
1700+ data layers mapped and operational on the platform
Strategic Impact and Way Forward
By transforming infrastructure planning from fragmented, ministry-centric approaches to a unified, data-driven, and citizen-focused paradigm, PM GatiShakti is revolutionizing how India builds for the future. Its emphasis on multimodal logistics, synchronized project execution, last-mile connectivity, and cross-governmental synergy promises not only faster and better infrastructure, but also more equitable socio-economic development.
With continued expansion and deeper adoption, PM GatiShakti is poised to anchor India’s journey to becoming a global economic powerhouse with infrastructure that matches its ambitions.
