In a transformative move to overhaul the governance and service delivery framework in the Union Territory, the Government of Jammu & Kashmir, in collaboration with the Capacity Building Commission (CBC) and Karmayogi Bharat, signed a tripartite Memorandum of Understanding (MoU) on August 5, 2025, in Srinagar. The MoU lays the foundation for institutionalizing Mission Karmayogi in the region, with a focus on capacity building, digital learning, and role-based skilling of government employees.

The initiative will empower officials across departments with structured, continuous learning opportunities via the iGOT Karmayogi platform, India’s national digital learning ecosystem for civil servants. The platform is central to the Government of India’s ambitious Mission Karmayogi—a flagship reform aimed at creating a citizen-centric, competent, and future-ready bureaucracy.


High-Level Commitment from J&K Administration

The MoU was signed in the presence of senior dignitaries and marks a strategic alignment of Jammu & Kashmir’s governance apparatus with the national vision for administrative reforms.

Shri Atal Dulloo, Chief Secretary of J&K, reaffirmed the Union Territory’s commitment to systematic capacity building. He emphasized the pivotal role that the General Administration Department (GAD) and the Institute of Management, Public Administration and Rural Development (IMPARD) will play in implementing the initiative. Both institutions will spearhead the onboarding of civil servants from various departments onto the iGOT Karmayogi platform, streamlining the rollout of customized learning journeys and competency assessments.


Senior Officials and Stakeholders in Attendance

The MoU signing ceremony was attended by key figures from all three institutions involved:

  • Dr. Alka Mittal, Member (Administration), Capacity Building Commission (CBC)

  • Shri M. Raju, Secretary, General Administration Department, J&K

  • Smt. Rehana Batul, Director General, IMPARD

  • Smt. V. Lalithalakshmi, Chief Executive Officer, Karmayogi Bharat

  • Shri S.P. Roy, Joint Secretary, CBC

  • Shri Rakesh Verma, Chief Executive Officer, Karmayogi Bharat

Their participation reflects a shared commitment to modernizing public administration and creating a more agile and responsive governance system in J&K.


Orientation on Digital Skilling and Platform Demonstration

As part of the engagement, an orientation session was conducted at IMPARD for Additional Secretaries and Deputy Secretaries from various departments. Led by Smt. Navneet Kaur, Director at CBC, and Shri Rakesh Verma, COO of Karmayogi Bharat, the session focused on the philosophy, structure, and goals of Mission Karmayogi.

Key highlights included:

  • Emphasis on digital-first learning

  • Need-based skilling modules tailored to individual roles

  • Shift from rule-based to competency-driven governance

  • Flexibility through modular, self-paced learning

  • Demonstration of the iGOT Karmayogi platform, which has already reached over 1.26 crore learners across the country

Verma showcased how officials can navigate the platform, access relevant courses, participate in assessments, and track their own learning progress—making capacity building more measurable and personalized.


Launch of Curated Learning Journeys and Blended Programs

A key takeaway from the event was the J&K Government’s readiness to begin immediate onboarding of officials across departments onto the iGOT platform. In addition, the administration has expressed interest in developing blended learning models, combining online and in-person training formats tailored to the Union Territory’s developmental context and regional challenges.

These programs will support government employees in developing core functional, behavioural, and domain competencies, equipping them to better address the needs of citizens and implement public welfare schemes more effectively.


Enabling a Modern, Empowered Bureaucracy in J&K

Mission Karmayogi represents a paradigm shift in public administration—from generalized training to hyper-personalized, dynamic learning aligned with job roles and future goals. Through the signing of this MoU, Jammu & Kashmir now becomes an integral part of this national mission to build a smart, adaptive, and performance-oriented civil service.

This collaboration is also expected to create feedback loops between training and on-the-job performance, strengthening governance at every level—from panchayats to the secretariat.

“This is more than just a digital initiative. It’s a cultural shift in governance. A workforce that learns continuously is a workforce that serves citizens better,” said a senior official from CBC.


The Road Ahead

In the coming weeks, the General Administration Department and IMPARD will collaborate with CBC and Karmayogi Bharat to:

  • Identify priority departments and officials for early onboarding

  • Curate department-specific learning pathways

  • Train departmental nodal officers for seamless adoption

  • Monitor platform engagement and learning outcomes

  • Integrate feedback to improve relevance and effectiveness

The broader vision is to create a digitally enabled, citizen-first administrative ecosystem that thrives on transparency, accountability, and results.


Building the Karmayogi Ecosystem in Jammu & Kashmir

With the signing of this MoU, Jammu & Kashmir takes a decisive step towards modernizing its administrative machinery, investing in people, and building institutions equipped for the challenges of tomorrow. It reflects a larger national ambition—to reimagine governance as a mission for continuous learning, empathy, and service delivery excellence.

As iGOT Karmayogi expands across departments and roles, the Union Territory is well-positioned to emerge as a model of governance reform through digital skilling and capacity empowerment.
