Although the ICC issued the warrant in March 2023, Putin continues to visit non-member countries.

The ICC, established to prosecute crimes against humanity, has a history of inconsistent cooperation from member states. With powerful nations like the U.S., Russia, and China outside its jurisdiction, the court's enforcement power remains limited. The United Arab Emirates is considering hosting the impending talks, providing a convenient venue for Putin.

The U.S. administration, led by Trump, has fiercely criticized the ICC, previously imposing sanctions on its chief prosecutor, Karim Khan. The ICC has pursued legal actions against high-ranking Israeli officials, adding complexity to global diplomatic relations. Meanwhile, ICC prosecutor Karim Khan is on leave amid a sexual misconduct investigation.
