The Rajya Sabha approved the Manipur Appropriation Bill, 2025, and The Manipur Goods and Services Tax (Amendment) Bill, 2025 on Monday, amidst fervent protests from opposition parties over the Special Intensive Revision (SIR) issue.
The Appropriation Bill facilitates fiscal decisions critical for Manipur's financial year, while the GST amendment aligns with recent GST Council resolutions, replacing an earlier ordinance. Opposition leaders, despite conducting a protest march, faced detentions before attending the upper house sessions.
In her address, Finance Minister Nirmala Sitharaman labeled the Manipur budget progressive, emphasizing its critical role in rehabilitation funding and stabilizing public finances. The opposition, however, vocalized their dissent, leading to contentious debates before the bills were passed via voice vote, marking a significant legislative development in Manipur's fiscal governance.
