In Karnataka, the allocation of Scheduled Caste Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) funds has stirred political debate. Opposition leaders have accused the Congress government of diverting these resources to fulfill its five pre-election guarantees, rather than focusing solely on the welfare of SC/ST communities.
Social Welfare Minister H C Mahadevappa defended the fund usage in the assembly, emphasizing that the SCSP/TSP Act permits spending on SC/ST beneficiaries under general schemes. He warned that departments failing to provide required data on beneficiaries may face penalties, as stipulated by the act.
The controversy intensified as BJP and JD(S) critiqued the Rs 42,017.5 crore allocation, pointing out discrepancies in fund distribution among departments. Accusations of fund misuse prompted the Leader of the Opposition to label the Congress as "habitual offenders."
