Venugopal's notice, submitted under Rule 222, claims Modi's criticism of opposition parties for blocking the bill constitutes a direct affront to parliamentary authority. He urges Speaker Om Birla to refer the matter to the Committee on Privileges for a thorough inquiry, as such actions threaten the democratic rights of India's people.
