India’s push toward clean energy and net-zero targets is gaining strong momentum at the grassroots level, with Uttar Pradesh emerging as a frontrunner in rooftop solar adoption under the PM Surya Ghar Muft Bijli Yojana, senior officials said at the 18th Civil Services Day.

Addressing a key session on “Accelerating India’s Net Zero Path” at Vigyan Bhawan, Shri Narendra Bhooshan, Secretary, Department of Land Resources, highlighted how the scheme is transforming energy consumption patterns—turning households into energy producers rather than passive consumers.

From Consumers to “Prosumers”

The PM Surya Ghar initiative is reshaping India’s energy landscape by enabling citizens, particularly in rural areas, to generate their own electricity through rooftop solar installations.

Bhooshan noted that in Uttar Pradesh, this transition has taken on a social dimension, with households viewing solar adoption as a symbol of empowerment and self-reliance.

“This is not just about energy efficiency—it is about giving citizens ownership in the energy ecosystem,” he emphasized.

Massive Expansion of Local Solar Ecosystem

A standout feature of Uttar Pradesh’s success has been the rapid expansion of its solar vendor network:

  • Vendor base increased from 60 to over 6,000

  • Youth trained under Surya Mitra programmes

  • Financial support extended through Mukhyamantri Yuva Yojana

This has enabled thousands of young entrepreneurs to become micro-vendors and service providers, creating jobs while accelerating solar adoption.

The model aligns with the broader vision of job creators over job seekers, integrating clean energy with employment generation.

Data-Driven Governance and Real-Time Monitoring

To ensure efficient implementation, the scheme has been integrated into the Chief Minister’s Dashboard, allowing daily monitoring at the highest administrative levels.

At the district level, a competitive governance environment has been fostered, with officers driving performance through innovation and targeted outreach.

This data-driven, performance-based approach has been a key factor in scaling up installations rapidly.

Urban Leaders, Rural Momentum

Uttar Pradesh’s solar success spans both urban and rural areas:

  • Lucknow leads nationally with around 90,000 installations

  • Varanasi follows with approximately 40,000 installations

  • Strong adoption seen in rural and aspirational districts

The widespread reach demonstrates the scheme’s ability to bridge the urban-rural divide in clean energy access.

Tackling Supply Chain Challenges

Officials acknowledged that rapid expansion brought logistical challenges, particularly in equipment supply and financing.

These were addressed through coordinated efforts with:

  • Leading solar energy companies

  • Financial institutions and banks

Such collaboration ensured uninterrupted rollout and scalability of the programme.

Driving India’s Net Zero Goals

Bhooshan stressed that achieving India’s net zero ambitions will require a dual approach:

  • Boosting demand through citizen participation

  • Strengthening supply-side capacity in manufacturing and services

The PM Surya Ghar scheme, he said, exemplifies how citizen-centric governance can accelerate climate action while delivering economic benefits.

A Model for Nationwide Replication

As India works toward expanding renewable energy capacity, Uttar Pradesh’s experience offers a scalable model—combining policy support, digital monitoring, local entrepreneurship, and community engagement.

The initiative demonstrates that climate action is most effective when it is decentralized, inclusive, and economically empowering.

Clean Energy Meets Inclusive Growth

The discussions at Civil Services Day reinforced a key message: India’s energy transition is not just about megawatts—it is about people, participation, and prosperity.

By turning rooftops into power plants and citizens into stakeholders, the PM Surya Ghar scheme is redefining the path toward a sustainable and self-reliant energy future.
