In a decisive push to transform India into a global sporting powerhouse, the Chintan Shivir of Ministers of Youth Affairs & Sports from States and Union Territories commenced in Srinagar today, focusing on deep structural reforms, policy convergence, and grassroots execution to strengthen the country’s sports ecosystem.

The high-level deliberative forum, attended by senior policymakers, sports administrators, and elite athletes, marks a significant step toward aligning national and state-level efforts to build a unified, athlete-centric sports framework.

Execution Over Policy: Centre Sets the Tone

Addressing the inaugural session, Union Minister for Youth Affairs and Sports, Dr. Mansukh Mandaviya, stressed that India’s ambitious 10-year roadmap in sports must translate into measurable outcomes on the ground.

“Our 10-year roadmap to becoming a global sporting powerhouse must not remain on paper—it must come alive in every playground, every district, and every young dream,” he said, underlining the urgency of implementation.

Strengthening Grassroots and Talent Pipeline

A central theme of the Shivir was the need to bridge the long-standing gap between State Governments and Sports Federations. Dr Mandaviya emphasized that closer alignment is essential to build a seamless talent pipeline, ensuring that promising athletes are identified early and nurtured systematically.

He highlighted the critical role of the education system in this ecosystem, noting that physical education teachers are foundational to grassroots sports development. Integrating sports into school curricula and identifying talent at an early stage were identified as key priorities.

“If even one talented child is left behind due to lack of opportunity, it is not just a personal loss—it is a loss for the entire nation,” he remarked.

Launch of YES-PE Programme to Boost Youth Participation

In a move aimed at strengthening youth engagement, the Union Minister launched the YES-PE (Young Engagement in Sports & Physical Education) programme, developed by the Lakshmibai National Institute of Physical Education, Gwalior. The initiative targets students from Classes 9 to 12, promoting sports participation, leadership, and sportsmanship among young learners.

The programme is expected to play a crucial role in expanding the base of sports participation and fostering a culture of physical fitness and competitive spirit among India’s youth.

Focus on Scientific Training and Systemic Reforms

Addressing key gaps in the current system, Dr. Mandaviya called for regular certification and upskilling of coaches, adoption of scientific training methodologies, and strengthening of sports administration capacities.

He stressed that a seamless sports ecosystem—linking infrastructure, talent identification, and trained manpower—is essential for achieving consistent international success.

“When infrastructure, talent identification, and trained manpower come together as one unbroken chain, Olympic podiums will follow,” he noted.

Sports as a Tool for Social Transformation

Highlighting the broader societal impact of sports, the Minister pointed out that sporting initiatives can play a transformative role in regions like Jammu & Kashmir by fostering social harmony, youth engagement, and national integration.

Lieutenant Governor of Jammu & Kashmir, Shri Manoj Sinha, who attended the event, echoed this sentiment and lauded the vision of positioning India as a global sports leader.

Collaborative Policy Dialogue and Stakeholder Engagement

The Chintan Shivir brought together over 15 State Sports Ministers along with renowned sports personalities such as Adille Sumariwalla, Abhinav Bindra, Pullela Gopichand, and Gagan Narang. Their participation added depth to discussions, reflecting a collective commitment to strengthening India’s sports ecosystem.

Thematic sessions focused on critical areas including medal strategies, policy coordination, talent identification, and ensuring clean and safe sporting environments.

Participants emphasized the need for a technology-driven approach to athlete development, integrating data analytics, performance tracking, and modern training techniques into the system.

Towards a Unified and Athlete-Centric Ecosystem

A recurring focus of the discussions was the need for stronger Centre–State convergence and institutional coordination to ensure continuity in athlete development—from grassroots identification to elite-level training.

Sports Ministers from various states supported the idea of adopting an athlete- and player-centric model nationwide, noting that such an approach could significantly enhance performance outcomes and participation levels.

The deliberations also highlighted the importance of continuous monitoring, evaluation, and sharing of best practices across states to ensure that policy initiatives translate into tangible results on the ground.

A Roadmap for Global Sporting Excellence

Concluding the opening day, Secretary (Sports) Shri Hari Ranjan Rao described the Shivir as a “collective moment of reflection, resolve, and renewed commitment,” underscoring its importance in shaping the future of Indian sports.

As India intensifies its efforts to emerge as a global sporting powerhouse, the Srinagar Chintan Shivir signals a strategic shift toward integrated planning, grassroots empowerment, and collaborative governance—key pillars that could define the country’s sporting success in the coming decade.
