Jammu & Kashmir is set for a major transformation in rural connectivity, women-led development, and agriculture, as the Centre rolled out a multi-pronged package worth thousands of crores, signalling a renewed focus on inclusive growth in the Union Territory.

Union Minister Shivraj Singh Chouhan handed over sanction letters under Pradhan Mantri Gram Sadak Yojana (PMGSY)-IV (Batch-II) to Chief Minister Omar Abdullah in Srinagar, alongside releasing a ₹4,568.23 crore ‘Mother Sanction’ under DAY-NRLM for women Self-Help Groups across 24 states and UTs.

Historic Push for Rural Roads

At the heart of the announcement is a massive infrastructure boost, with road projects worth nearly ₹8,000 crore approved for Jammu & Kashmir within a single year—a scale described as unprecedented.

J&K has been prioritised in both phases of PMGSY-IV, reflecting the Centre’s commitment to linking remote villages, habitations, and hilly regions to mainstream development.

Women-Centric Development Gains Momentum

A major highlight of the programme was the ₹4,568.23 crore allocation under DAY-NRLM, aimed at strengthening women-led Self-Help Groups (SHGs) nationwide.

Chouhan said the vision extends beyond creating “Lakhpati Didis” to building empowered rural entrepreneurs, capable of driving economic growth and social transformation.

Women beneficiaries were felicitated at the event, reinforcing the government’s push toward financial inclusion and grassroots entrepreneurship.

Agriculture Reforms Tailored for J&K

Acknowledging the unique challenges of Jammu & Kashmir—such as small landholdings, difficult terrain, and climate risks—the Centre announced targeted agricultural interventions.

Key measures include:

  • Deployment of ICAR scientists to develop a region-specific agricultural roadmap

  • Promotion of high-quality planting material and nurseries

  • Encouragement of crop diversification and scientific farming practices

The government also stressed integrated farming models, combining agriculture with allied activities such as:

  • Animal husbandry

  • Fisheries

  • Beekeeping

  • Sheep and goat rearing

These models are expected to boost farmer incomes and create sustainable rural livelihoods.

State-Centre Coordination for Implementation

Chief Minister Omar Abdullah welcomed the initiative, calling it an “extraordinary sanction” and assuring swift on-ground implementation.

He highlighted that improved road connectivity is transformative for J&K’s scattered and mountainous regions, where access to essential services has historically been limited.

“Earlier phases of PMGSY have already changed lives. This phase will connect the remaining habitations and further integrate rural communities,” he said.

Beyond Infrastructure: A Holistic Development Vision

Chouhan emphasised that the Centre’s approach is rooted in both infrastructure development and social empowerment, stating that the goal is to “connect hearts along with roads.”

The combined focus on:

  • Rural roads

  • Women’s economic empowerment

  • Agriculture modernisation

signals a holistic strategy to accelerate development in Jammu & Kashmir, particularly in underserved and remote areas.

With large-scale funding, targeted reforms, and strong Centre-State coordination, the initiative is expected to deliver tangible improvements in livelihoods, connectivity, and economic opportunities.
