UN Experts Demand Release of Gaza-bound Flotilla Activists Detained in International Waters
“We are seriously concerned over the capture in international waters and reported severe mistreatment of these activists,” the experts said.
United Nations human rights experts have strongly condemned Israel’s interception of the Global Sumud Flotilla in international waters and called for the immediate release of humanitarian activists detained during the operation, describing the incident as a grave violation of international law and part of a broader campaign to suffocate Gaza’s civilian population through siege and starvation.
In a sharply worded statement issued Friday, the independent UN experts accused Israeli authorities of unlawfully capturing civilian vessels engaged in a peaceful humanitarian mission aimed at delivering urgently needed aid to Palestinians trapped in the besieged Gaza Strip.
“We are seriously concerned over the capture in international waters and reported severe mistreatment of these activists,” the experts said. “The attack against a civilian flotilla engaged in a peaceful and strictly humanitarian mission to deliver life-saving goods to the Palestinian people is further evidence that Israel is determined to continue its genocidal policy of suffocating the population of Gaza by any means necessary.”
Israeli Forces Intercept 22 Humanitarian Boats in International Waters
According to the UN experts, Israeli forces intercepted 22 civilian boats on 29 April while they were navigating approximately 500 nautical miles off Israel’s coast — far outside Israeli territorial waters. The flotilla was reportedly carrying humanitarian supplies intended for civilians in Gaza, where aid agencies have repeatedly warned of catastrophic famine conditions and the collapse of essential infrastructure.
Around 180 civilians, including international activists, medics, volunteers, and aid workers from multiple countries, were detained during the operation.
The experts emphasized that the interception took place in international waters, making the operation a potential breach of the United Nations Convention on the Law of the Sea (UNCLOS) and other international maritime protections governing civilian navigation and humanitarian missions.
“These actions are a blatant violation of international law,” the experts said. “Despite the flotilla being within their search and rescue zone, the Greek coastguard failed to respond to repeated requests for assistance by the flotilla crew, and let the Israeli forces intervene.”
The statement also raised concerns over the role of European governments, suggesting the operation may not have occurred without tacit political or logistical cooperation.
“The apparent ease with which Israel carried out these actions raises alarm about the possible complicity of European governments,” the experts warned.
Allegations of Torture, Sexual Assault, and Inhumane Treatment
The UN experts revealed disturbing allegations from detainees released after the interception. Several activists reported being subjected to severe mistreatment, including physical abuse, degrading treatment, and sexual assault while in custody.
At least one vessel was allegedly sabotaged during the operation and left adrift at sea with passengers still onboard, heightening fears over the safety of civilians participating in humanitarian maritime missions.
Many of those detained were later released in Crete, Greece. However, at least 35 individuals reportedly described treatment that could amount to torture or cruel, inhuman, and degrading punishment under international law.
Two activists — Brazilian national Thiago Ávila and Spanish-Swedish activist Saif Abu Keshek — remain detained after reportedly being transferred to Israel against their will. UN experts said the pair are being held in isolation under harsh prison conditions and have launched a hunger strike in protest against their detention.
“Their detention is unlawful both in terms of the circumstances of their apprehension and the charges brought against them,” the experts stated.
Human rights organizations have increasingly warned that the treatment of detainees linked to Gaza-related activism reflects a broader pattern of abuse associated with Israel’s detention system.
Over 9,000 Palestinians Reportedly Held in Conditions Amounting to Torture
The experts linked the flotilla incident to the wider humanitarian and human rights crisis unfolding across Gaza and the occupied Palestinian territories.
According to the statement, more than 9,000 Palestinians are currently being held by Israeli authorities under conditions that may constitute torture and other forms of cruel, inhuman, or degrading treatment.
International rights groups, including Amnesty International, Human Rights Watch, and several UN agencies, have repeatedly documented allegations involving arbitrary detention, denial of medical care, prolonged isolation, overcrowding, and abuse inside detention facilities.
The experts called for the immediate release of all arbitrarily detained individuals and urged independent investigations into allegations of torture and mistreatment.
Gaza Starvation Crisis Deepens Amid Aid Restrictions
The UN statement comes as humanitarian agencies continue warning that Gaza faces one of the world’s worst man-made humanitarian disasters.
Since the start of the war, large portions of Gaza’s infrastructure — including hospitals, schools, water systems, and food supply networks — have been devastated. Aid agencies estimate that nearly the entire population of Gaza has been displaced, while food insecurity has reached catastrophic levels.
The experts stressed that Israel, as an occupying power and a party to the Fourth Geneva Convention, has a legal obligation to facilitate humanitarian access.
“As a party to the Fourth Geneva Convention, Israel must allow and facilitate the delivery of humanitarian aid to the residents of Gaza,” the experts said. “The starvation of civilians as a method of warfare is unlawful.”
The flotilla mission represented one of several grassroots international initiatives attempting to bypass aid restrictions and deliver food, medicine, and emergency supplies directly to Gaza’s coastline.
Analysts say the operation reflects growing frustration among global civil society groups over what they describe as the international community’s failure to ensure sustained humanitarian access to Gaza.
“When the international community failed to ensure the delivery of humanitarian supplies, global civil society has taken action,” the experts said. “States should take necessary action to prevent genocide and to support all efforts to deliver aid to the Palestinian population.”
Calls for International Accountability Intensify
The UN experts urged governments worldwide to publicly condemn attacks on civilian humanitarian vessels and take immediate diplomatic and legal measures to secure the release of detainees.
They also called for reparations and accountability mechanisms addressing alleged violations of international humanitarian law, maritime law, and human rights conventions.
The incident is expected to intensify global scrutiny of Israel’s maritime enforcement policies and deepen international debate over the legality of restrictions imposed on Gaza during the ongoing conflict.
Human rights advocates warn that attacks on humanitarian flotillas could create dangerous precedents for civilian aid missions operating in conflict zones worldwide.
As pressure mounts on world leaders to intervene, the flotilla seizure has emerged as another flashpoint in the rapidly escalating humanitarian and legal crisis surrounding Gaza.
