The Ministry of Minority Affairs (MoMA) has unveiled an ambitious technology-led roadmap aimed at transforming minority welfare delivery through Artificial Intelligence (AI), digital governance, and participative administration as part of India’s long-term Viksit Bharat@2047 vision.

The strategy emerged during the National Conclave on:

“Minorities Welfare – Inclusive Development through AI for Viksit Bharat”

held under the guiding theme:

“Bhagidari Se Bhagyoday” (Prosperity through Participation)

The high-level conclave brought together Secretaries, senior officials, and representatives from States and Union Territories to deliberate on how AI and emerging digital technologies can strengthen welfare implementation, improve governance efficiency, and expand inclusive development for minority communities across India.

Ministry of Minority Affairs Moves Toward AI-Powered Governance

The conclave highlighted the Government’s growing emphasis on embedding frontier technologies into the functioning of ministries and public institutions following India’s broader push toward AI-driven governance systems.

Keeping in line with Prime Minister Narendra Modi’s and Minority Affairs Minister Kiren Rijiju’s vision of technology-enabled governance after the recent AI Summit, the Ministry of Minority Affairs has begun developing:

  • Conversational AI bots

  • AI-enabled citizen support systems

  • Digital grievance redressal platforms

  • Data-driven monitoring mechanisms

The Ministry said these tools are intended to improve responsiveness, accessibility, and efficiency in serving minority communities.

Officials described the initiative as part of a larger effort to modernise governance and make welfare delivery more citizen-centric and accountable.

AI to Strengthen Monitoring and Public Service Delivery

Addressing the conclave, Secretary of the Ministry of Minority Affairs Dr Srivatsa Krishna described the event as an important platform for:

  • Policy dialogue

  • Cooperative federalism

  • Stakeholder consultations

  • Problem-solving

  • Exchange of innovative governance ideas

He stressed the need for sustained institutional coordination between the Centre and States to ensure effective implementation of minority welfare programmes at the grassroots level.

The Ministry said AI-enabled systems will help:

  • Improve grievance redressal

  • Enable data-driven policymaking

  • Enhance beneficiary targeting

Officials believe such technologies can significantly improve transparency, efficiency, and outreach of welfare programmes.

States and UTs Raise Ground-Level Implementation Challenges

The conclave featured extensive consultations with participating States and Union Territories, many of which raised operational and implementation-related challenges affecting welfare schemes.

Key concerns discussed included:

  • Administrative bottlenecks

  • Monitoring challenges

  • Outreach limitations

  • Field-level implementation issues

Senior Ministry officials engaged directly with State and UT representatives to provide:

Officials said integrating skilling initiatives with welfare schemes could strengthen long-term socio-economic empowerment for minority communities.

AI Organisations Showcase Ready-to-Deploy Governance Solutions

Several leading AI and digital innovation organisations participated in the conclave and demonstrated scalable governance technologies designed for public service delivery.

Generation India

Presented AI-driven systems focused on:

  • Workforce readiness

  • Employment mapping

  • Outcome-oriented skilling frameworks

  • Technology-enabled training systems

EkStep Foundation, Gnani and Sarvam

Demonstrated AI-enabled governance solutions for:

  • Strategic planning

  • Beneficiary identification

  • Real-time programme monitoring

  • Citizen engagement

  • Grievance management

  • Welfare delivery optimisation

Officials said many of the showcased solutions are already deployable and could be integrated into public administration systems relatively quickly.

AI to Be Used Extensively for Haj 2027

One of the most notable announcements during the conclave was the Ministry’s plan to deploy AI technologies at scale during the Haj 2027 pilgrimage cycle.

The Ministry envisions AI-enabled systems helping make the pilgrimage:

  • Safer

  • More efficient

  • Better coordinated

  • More accessible for pilgrims

Potential applications could include:

  • Real-time assistance systems

  • Multilingual support tools

  • Pilgrim coordination platforms

  • Emergency response systems

  • AI-based grievance handling

The move reflects the Government’s broader efforts to modernise citizen-facing services using digital public infrastructure and AI technologies.

Digital Inclusion Emerging as Governance Priority

The conclave underscored the Government’s growing focus on leveraging AI and digital systems to improve inclusion and governance delivery.

Officials said technology-enabled governance is increasingly seen as essential for:
