Acting Free State Premier Jabu Mbalula on Tuesday led a high-level multi-stakeholder engagement in Hennenman as part of urgent efforts to resolve the ongoing shutdown in Phomolong linked to disputes surrounding a solar project recruitment process.

The intervention comes amid rising tensions in the township, where community frustrations over alleged irregularities in hiring processes connected to the upcoming solar energy project have escalated into protests and disruptions affecting daily life and essential services.

Community Frustrations Over Recruitment Process Spark Protests

Residents of Phomolong have raised concerns about what they describe as a flawed and unfair recruitment process related to employment opportunities connected to the solar project, which is expected to commence operations soon.

Community members argue that local residents are not being prioritised adequately for jobs and economic opportunities generated by the development.

The frustrations have intensified in recent weeks, leading to protest actions and a broader community shutdown that has disrupted normal activities in the area.

Provincial authorities acknowledged that the situation has begun affecting access to critical public services, including healthcare facilities and schools.

“The shutdown has severely affected access to essential services, including healthcare and schooling,” the provincial government said in a statement.

Officials expressed particular concern over the impact on learners, especially Grade 12 students preparing for mid-year examinations.

“Members of the community have unfortunately been unable to access health services and children have also not been able to attend school. Of concern, Grade 12 learners are writing an examination on Wednesday, 20 May 2026,” the statement added.

Acting Premier Appeals for Calm and Protection of Learners

Addressing stakeholders during the engagement meeting, Acting Premier Jabu Mbalula urged all parties to prioritise the wellbeing and future of learners despite ongoing disputes.

“Despite the differences between different parties, the education and future of learners must not be compromised, and all reasonable measures must be taken to ensure that there are no hindrances to their schooling and that they are able to write their mid-year examinations,” Mbalula said.

He called on the community to remain calm while government works towards resolving concerns related to the recruitment process and ensuring fairness in local economic participation.

Education officials and community leaders are expected to continue engaging with residents to ensure examination activities proceed without further disruptions.

Government Acknowledges Community Concerns

Mbalula acknowledged that the concerns raised by the Phomolong community are genuine and must be addressed seriously and respectfully.

“We have promised the people of Phomolong that the Free State Provincial Government will visit the area and update them on the latest developments,” he said.

The Acting Premier reaffirmed government’s position that local communities should directly benefit from economic development projects implemented in their areas.

“What we have always said is that local communities must be the primary beneficiaries of projects in their towns and we stand by that,” Mbalula stated.

The remarks reflect broader government efforts across South Africa to ensure infrastructure and renewable energy projects contribute to local economic development, job creation and community empowerment.

Warning Against Exploitation of Community Frustrations

While acknowledging legitimate grievances, Mbalula also warned against attempts by individuals or groups to exploit community frustrations for personal or political gain.

“What we are not going to allow is for individuals to use the genuine concerns of our people for selfish reasons,” he said.

Officials indicated that the provincial government is closely monitoring the situation to prevent further escalation while encouraging constructive dialogue between stakeholders.

  • Councillor Maxie Badenhorst

  • Councillor Phehello Nthuba

  • Representatives of Middelpunt PV Solar

Middelpunt PV Solar is the company responsible for implementing the solar energy project at the centre of the recruitment dispute.

The engagement aimed to facilitate dialogue between government, the company and affected community members in order to find a sustainable resolution to the impasse.
