On the occasion of Global Accessibility Awareness Day (GAAD) 2026, the Department of Financial Services (DFS) under the Ministry of Finance has reaffirmed the Government of India’s commitment to building a more accessible, inclusive and equitable financial ecosystem for all citizens, particularly Persons with Disabilities (PwDs).

The Department emphasized that accessibility in financial services should not be viewed merely as a regulatory obligation, but as a fundamental aspect of customer experience, digital inclusion and equal participation in the country’s financial system.

As part of its ongoing efforts, DFS has issued comprehensive Accessibility Standards and Guidelines for the Banking and Financial Services Sector aimed at ensuring equal access to financial services for persons with disabilities through physical branches, digital platforms and integrated “phygital” service models that combine online and offline delivery systems.

The guidelines are intended to help banks and financial institutions create barrier-free environments by improving accessibility across banking infrastructure, digital interfaces, customer support systems and service delivery mechanisms.

Officials stated that the initiative reflects the government’s broader vision of ensuring that financial inclusion reaches every section of society, including individuals who often face barriers while accessing banking and financial services.

The Department highlighted that with India’s rapid digital transformation and increasing adoption of online financial services, accessibility must become an integral part of digital innovation rather than an afterthought. Ensuring inclusive access to banking technology, digital payments, mobile applications and financial products is considered critical for achieving equitable economic participation.

DFS noted that accessibility-focused reforms are being supported through policy interventions, awareness programmes and periodic training initiatives aimed at strengthening institutional understanding of accessibility requirements within the financial sector.

Banks and financial institutions are being encouraged to integrate accessibility considerations into every stage of product development, customer interaction and digital transformation initiatives. This includes making physical infrastructure more user-friendly for persons with disabilities while also improving digital platforms through accessible design standards and assistive technology compatibility.

The Department also stressed the importance of creating greater awareness among financial sector employees and stakeholders regarding the challenges faced by persons with disabilities while accessing financial services.

According to officials, an inclusive banking ecosystem not only improves customer convenience but also strengthens economic participation, financial independence and social inclusion for millions of citizens.

The Ministry of Finance has appealed to banks, financial institutions, fintech companies and other stakeholders to work collectively toward building a fully accessible and inclusive financial system where no customer is excluded because of physical, sensory or technological barriers.

Experts believe the growing emphasis on accessibility aligns with India’s larger digital inclusion agenda and the government’s efforts to promote equal opportunities in access to public services and economic participation.

The initiative also reflects increasing global recognition that accessibility and inclusive design are essential components of sustainable digital development and equitable financial growth.

Global Accessibility Awareness Day is observed internationally to promote awareness about digital access and inclusion for persons with disabilities and to encourage organizations to adopt accessible technologies and services.

India’s financial sector has been steadily expanding digital banking, online payments and fintech services in recent years, making accessibility increasingly important for ensuring that all citizens can benefit equally from technological advancements in the financial ecosystem.

Officials indicated that continued collaboration among regulators, financial institutions, technology providers and civil society organisations will be crucial for building a truly inclusive and barrier-free financial environment across the country.
