Authorities have identified that Pakistan is deliberately transmitting cellular signals into Jammu and Kashmir, breaching international norms and supporting terrorist networks in the region. These activities are focused around the Jammu area, aiming to maintain covert communication channels for militants.

A substantial increase in telecom towers along the Line of Control in Pakistan-occupied Kashmir has been observed, with their signals infiltrating Jammu's terrain, including highly sensitive areas such as the Kot Balwal jail. While geographical factors block some signals, flat areas allow deeper penetration, raising significant security concerns.

Current jamming technologies in place have been inadequate, with unauthorized devices operating within prison areas despite safety measures. Calls have been made for the installation of cutting-edge jammers to specifically target rogue signals without affecting nearby civilian networks.

Security agencies managed to dismantle similar networks in recent years, and are determined to face the ongoing threat successfully. These unauthorized telecom operations utilize advanced encryption, complicating surveillance efforts and enabling continued cross-border communications for militants.
