Ukraine and its European supporters are firm in their stance that the U.S. and Russia should not negotiate territorial swaps at an impending summit without Kiev's involvement. They stress that any such agreements must respect Ukraine's sovereignty, which remains under threat from ongoing Russian occupation.
U.S. President Donald Trump has suggested that peace talks might involve territorial exchanges; however, European diplomats observe no indications from Russia to compromise. Meanwhile, Russia continues to control parts of Ukraine after its 2022 annexations, and concerns grow over potential coercion for Ukraine to concede territory.
The European Union, supporting Ukraine, argues that aggressive actions should not be rewarded with territorial gains, and peace agreements must prioritize Ukraine's decision-making. As Chancellor Friedrich Merz noted, territorial discussions should not sidestep European or Ukrainian interests.
