The Haryana Assembly on Monday passed the Haryana Clerical (Recruitment and Conditions of Service) Bill, 2026, with Chief Minister Nayab Singh Saini saying it will make the promotion process for Group D (class four) employees simpler, faster, and more transparent. The bill was moved in the House by Saini and passed in the absence of opposition Congress members, who boycotted the special session of the Assembly. Chief Minister Saini said that in 2018, through the Haryana Group D Employees (Recruitment and Conditions of Service) Act, 2018, a common cadre system was implemented for Group D employees, which enabled equal promotion opportunities for class four employees in the field cadre. Saini explained that earlier, due to limited posts, only a small number of employees could get promotion. Additionally, promotion opportunities were restricted within individual departments, which hindered employees' career growth. Under the new Bill, the promotion quota of Group D employees to clerical posts has been increased from 20 per cent to 30 per cent, allowing a larger number of employees to be promoted. Earlier, in many departments, employees had to wait 10 to 15 years for promotion. With the introduction of the common cadre system, increased promotion quota, and reduced service period requirements, the promotion process will now be faster and more time-bound, benefiting a larger number of employees, he said. Saini expressed confidence that this Bill will protect employees' interests while further strengthening the administrative system. The chief minister said that if the opposition had been present in the House during the discussion on this important Bill, a broader consensus in the interest of state employees could have been achieved. ''Nevertheless, the government remains committed to the welfare of employees,'' he said. The Congress on Monday ''boycotted'' a special session of the Haryana Assembly, saying the ruling BJP, through a resolution, wanted to condemn the INDIA opposition bloc for the defeat of a Constitution amendment bill in the Lok Sabha and accusing it of using the platform for vested political agenda and propaganda. Leader of Opposition Bhupinder Singh Hooda told reporters that the Congress Legislature Party in Haryana decided to boycott the special daylong Assembly session. He also claimed that the matter that the Bharatiya Janata Party (BJP) government wanted to discuss did not fall within the Assembly's jurisdiction. Earlier on April 22, at a meeting of the Haryana cabinet, which was held in Gurugram under the chairmanship of Chief Minister Saini, it was decided to convene a special session of the Haryana Legislative Assembly on April 27. Saini had then said during this session, the Haryana Clerical (Recruitment and Conditions of Service) Bill, 2026, will will be introduced.
