The Odisha government has announced a new standard operating procedure (SOP) aimed at enhancing preparedness and response to urban flooding during the monsoon season. The detailed guidelines, issued by the Housing and Urban Development Department, mandate complete verification of drainage systems in urban areas to ensure public safety.
Repairing or covering damaged manholes is a top priority, with temporary measures like warning signs and protective nets required where ongoing repairs are needed. Regular desilting of drains and removal of obstructions are now compulsory to prevent flooding and facilitate efficient drainage during heavy rains.
Each urban area will be divided into zones, with designated officers responsible for emergency coordination. Multi-purpose cyclone shelters and institutions like schools will serve as relief centers, equipped with essential facilities. A 24/7 control room in every urban locality will ensure real-time disaster response and coordination.
