India to Unveil a Non-Prescriptive AI Governance Framework

India is poised to launch an Artificial Intelligence governance framework by September 28, aimed at establishing safety boundaries to protect citizens from AI-related harm, IT Minister Ashwini Vaishnaw announced on Thursday. This framework is designed to ensure safety while avoiding prescriptive measures.

The country plans to emphasize AI safety at the AI Impact Summit in February 2026, advocating for a global consensus-based governance framework. Meanwhile, discussions with the Ministry of External Affairs are underway to determine the list of invitees, including countries like China, which have previously opted out of similar global gatherings.

Prime Minister Narendra Modi will inaugurate the AI Impact Summit 2026 in India next February, a high-profile event expected to draw international participation. The governance framework will outline clear boundaries for AI safety protocols and convert essential safety measures into law over time, reflecting India's commitment to balancing innovation and regulation.
