Governments Race to Use AI While Struggling to Protect Public Trust and Rights
A World Bank report warns that while artificial intelligence can make governments faster, smarter, and more efficient, weak oversight and biased systems could seriously damage public trust and democratic accountability. The study highlights how countries worldwide are racing to build rules, infrastructure, and skills to ensure AI strengthens rather than undermines public institutions.
Artificial intelligence is rapidly transforming governments worldwide, promising faster services, better decision-making, and more efficient public administration. A new World Bank report shows that countries are no longer experimenting cautiously with AI. Instead, they are actively embedding it into tax systems, healthcare, courts, disaster response, and welfare administration.
The report, drawing on research and frameworks from institutions such as the World Bank, OECD, UNESCO, IMF, and the World Economic Forum, argues that AI could become one of the most important technologies shaping the future of governance. But it also warns that governments face a critical challenge: ensuring AI strengthens public trust rather than damaging it.
AI Is Already Changing Public Services
Many countries are already using AI in practical ways. South Africa is using it to improve tax collection, while Argentina has introduced AI tools to help courts process cases more quickly. In countries such as Bangladesh, India, and Indonesia, AI systems are helping authorities predict floods and natural disasters before they happen.
Rwanda has emerged as one of the most striking examples of AI-driven innovation. The country uses AI-guided drones to deliver blood and medicines to remote communities, dramatically reducing transport times and helping save lives.
Governments hope AI can reduce bureaucracy, speed up services, and improve efficiency at a time when citizens increasingly expect the same level of digital convenience they receive from private companies.
The Risks Are Just as Serious
Despite the optimism, the report warns that AI can cause major harm when governments fail to manage it properly. One of the most serious examples was the Dutch childcare benefits scandal, where an automated fraud detection system wrongly accused thousands of families, many from migrant backgrounds, of welfare fraud. Families lost homes, fell into debt, and suffered severe emotional distress. The scandal eventually forced the resignation of the Dutch government.
Similar controversies appeared in Canada, where facial recognition systems used in immigration procedures disproportionately misidentified Black women, and in the United Kingdom, where an AI-based grading system during the Covid-19 pandemic triggered accusations of unfairness and discrimination.
The report stresses that such failures are not simply technical mistakes. They reflect weak oversight, biased data, poor transparency, and a lack of accountability.
Trust Has Become the Biggest Challenge
According to the report, citizens are willing to accept AI in government only if strong safeguards are in place. Surveys in countries including Australia, the United States, and the United Kingdom show that people expect transparency, privacy protection, human oversight, and the right to challenge automated decisions.
To build trust, governments are creating new oversight systems. Spain has established an independent AI supervisory agency, while Canada requires government departments to carry out “Algorithmic Impact Assessments” before using automated systems. Cities such as Helsinki and Amsterdam have created public registries explaining how AI is being used in government services.
Countries are also developing detailed AI strategies for the public sector. Australia has introduced mandatory AI training for public servants, while Singapore has published a practical AI playbook to guide ministries on safely designing and using AI systems.
The report argues that governments can no longer treat AI as just another digital tool. Because citizens cannot simply opt out of public services, governments carry a much greater responsibility than private companies when deploying AI.
The Future of Government May Depend on AI Governance
The report concludes that the success of AI in government will depend less on technology itself and more on how well it is governed. Many countries still struggle with outdated data systems, shortages of skilled workers, weak digital infrastructure, and fragmented policies.
At the same time, governments are racing to modernize. South Africa is digitizing hundreds of millions of civic records, while Estonia’s advanced digital data-sharing system has become a global model for AI-ready governance. Countries including India, Kenya, Ireland, Singapore, and the UK are also investing heavily in AI training programs for civil servants.
Ultimately, the report presents AI as both an enormous opportunity and a serious political test. Used responsibly, AI could help governments deliver faster, fairer, and more efficient services. Used poorly, it could deepen inequality, damage public trust, and weaken democratic institutions.
For governments worldwide, the AI revolution is no longer a future debate. It is already reshaping how states operate, and the decisions made today may determine whether AI becomes a force for public good or a source of long-term institutional risk.
