The latest National Time Release Study (NTRS) 2025 has emphasized the need for improved cargo infrastructure across India's ports. The study, unveiled by Finance Minister Nirmala Sitharaman, advocates for enhanced IT systems and logistics processes to boost import and export efficiency.

Conducted with a standardized methodology, the NTRS examined customs operations across 15 major formations, assessing the time taken for cargo release through seaports, Inland Container Depots (ICDs), Integrated Check Posts (ICPs), and Air Cargo Complexes (ACCs). The report underscored reduced average release times from 2023 to 2025, although it also pointed out persistent post-clearance delays.

The study calls for procedural upgrades in post-clearance logistics, particularly at ICDs, to minimize release time. Recommendations include cutting down manual documentation, improving scanning and temperature-controlled facilities, and enhancing overall infrastructure to facilitate smoother export processes.
