In a major boost to NATO’s eastern flank, the European Investment Bank (EIB) has approved a €540 million loan to finance the construction of a large-scale military base in Rūdninkai, Lithuania, intended to host the newly activated German 45th Panzer Brigade. The move underscores the European Union’s deepening commitment to collective defense, regional stability, and strategic deterrence in the face of rising geopolitical threats.

Strengthening the Suwałki Gap

The Rūdninkai military base will be situated just 35 kilometers from the Belarusian border, in close proximity to the critical Suwałki Gap—a narrow strip of land that links the Baltic states to the rest of NATO and the EU. Often described as NATO’s weakest point, the corridor is flanked by Belarus on one side and Russia’s Kaliningrad exclave on the other, making it a strategic chokepoint in any potential military conflict. The establishment of a permanent NATO base in this location is seen as a crucial enhancement of the alliance's rapid response capabilities in Eastern Europe.

A €540 Million Milestone for EU Defense Financing

The EIB’s approval of the loan on June 19, 2025, marks a significant shift in the Bank’s operational mandate, as it expands its activities into the realm of security and defense infrastructure. Traditionally focused on social, economic, and environmental projects, the EIB is now actively supporting military-readiness initiatives that align with EU objectives, particularly in light of shifting global security dynamics.

EIB Group President Nadia Calviño, speaking from Luxembourg alongside Lithuanian Finance Minister Rimantas Šadžius, stated:

“This is a landmark step in how we support Europe’s security. By financing large-scale military infrastructure, we’re demonstrating our readiness to meet the region’s evolving defense needs.”

Project Scope and Strategic Value

The Rūdninkai base will cover 170 hectares, feature 11 kilometers of internal roads, and house approximately 150 buildings, including:

  • Residential units for troops

  • Medical facilities

  • Training centers

  • Hangars and helipads

  • Warehouses and logistics hubs

Once completed, the base will serve as a permanent station for 4,000 German troops and an additional 750 civilian personnel. It will be the first full-scale deployment of a German brigade abroad since the end of World War II, reinforcing Germany’s military footprint and leadership within NATO.

The base is expected to become operational in stages, with construction beginning in 2026, and is designed as a Public-Private Partnership (PPP)—a model that will spread financial risk and leverage private-sector capabilities. The EIB’s loan will be disbursed to private partners selected by the Lithuanian Ministry of Defence through a transparent tendering process. In addition to financing, the EIB is offering advisory services to ensure that PPP contracts adhere to international best practices and market standards.

Bolstering NATO Readiness

Lithuanian Defence Minister Dovilė Šakalienė emphasized the symbolic and strategic significance of the Rūdninkai project:

“This investment marks a historic milestone for Lithuania’s national security and NATO’s collective defence. The Rūdninkai military base will not only strengthen our defence posture but also serve as a permanent home for the German brigade – a cornerstone of NATO’s deterrence in the region.”

The newly activated 45th Panzer Brigade, also known as the Lithuania Brigade, was officially stood up in April 2025. It represents a bold move by Berlin to support allied security in the Baltic region amid ongoing tensions with Russia and Belarus. Its permanent presence in Lithuania underscores Germany’s commitment to forward defense strategy within the NATO framework.

A Win for Lithuanian Sovereignty and Fiscal Prudence

The financing agreement also highlights the interplay between defense and fiscal responsibility. Lithuanian Finance Minister Rimantas Šadžius praised the EIB’s involvement, saying:

“We can confidently state that the EIB’s involvement will contribute not only to Lithuania’s debt sustainability and stronger fiscal stance but also to the security of our country.”

By leveraging EU-level funding and expertise, Lithuania is able to modernize its defense infrastructure without placing undue strain on its national budget—an important consideration in a time of inflationary pressures and rising defense spending across Europe.
