The Goa government has unveiled a draft set of guidelines aimed at modernizing the state's taxi sector with app-based services, while ensuring that local operators retain the benefits. Announced by Transport Minister Mauvin Godinho, these guidelines seek to integrate digital platforms into the taxi ecosystem, protecting local drivers referred to as 'Niz-Goenkars.'
The draft, part of the Goa Transport Aggregator Guidelines 2025, stipulates that only state-registered vehicles with valid taxi permits will be allowed to function on aggregator platforms. Furthermore, drivers must possess a Goa-issued Public Service Vehicle (PSV) badge to qualify for onboarding.
Highlights of the guidelines include drivers receiving the total fare as per government rates, avoiding any deductions. Payments should be processed in 72 hours, or else aggregators face penalty interest. The guidelines empower local drivers to choose multiple platforms, promoting fair competition and curbing monopolistic tendencies. Incentives for female drivers are also on offer, enhancing convenience and transparency for both locals and tourists.
