On Tuesday, Spain's Energy Minister Sara Aagesen disclosed that inadequate control of grid voltage caused the substantial blackout affecting Spain and Portugal on April 28.
An investigation by her department found non-compliance with voltage regulation by some power plants just before the blackout occurred. A comprehensive investigation report will be made available to the public later today, as confirmed in a Madrid news briefing.
The investigation eliminated the possibility of a cyberattack as the cause of the incident, Aagesen stated.
