The International Civil Aviation Organisation (ICAO) has officially attributed blame to Russia for the downing of Malaysia Airlines Flight 17, raising hope for compensation to the families of 298 victims. The decision reaffirms a 2016 investigation conclusion that a Russian-supplied Buk missile system shot down the aircraft over separatist-held Ukrainian territory on July 17, 2014.
The ruling, which marks a precedent-setting decision for the ICAO, comes after the Netherlands and Australia pursued the case against Russia, welcoming the verdict and eyeing reparations. Efforts to engage the International Court of Justice were thwarted by Russia's non-recognition of its jurisdiction.
With negotiations for reparations on the horizon, both Dutch Foreign Minister Caspar Veldkamp and Australia's Foreign Minister Penny Wong stress the need for timely and fair dialogue. Meanwhile, Russia remains unresponsive, and the ICAO council's forthcoming recommendations are awaited as international observers monitor the development closely.
