In a powerful address at the 233rd Mid-Term Council Meeting of the Indian Roads Congress (IRC) held at the Mizoram University Campus in Aizawl, Mizoram, Union Minister of State for Road Transport & Highways and Corporate Affairs, Shri Harsh Malhotra, laid strong emphasis on the critical socio-economic role that infrastructure, especially road networks, plays in nation-building. He reaffirmed that “a good and robust road network brings prosperity in the region,” framing roads not just as physical connectors but as lifelines of economic vitality and social integration.

Aligning Infrastructure Growth with Vision 2047

During his address, Shri Malhotra reiterated the Government’s commitment to fulfill the Prime Minister’s vision of a Viksit Bharat by 2047, highlighting infrastructure as a key enabler of this long-term national aspiration. “Infrastructure is not just about concrete and steel—it is the foundation of economic growth, the pathway to prosperity, and the symbol of the Prime Minister’s vision for Viksit Bharat,” he asserted. The roadmap to 2047 envisions India as a resilient, inclusive, and globally competitive economy, with modern infrastructure at its core.

Historic Expansion of National Highways

Reflecting on the achievements in the sector, the Minister pointed out a staggering 60% growth in National Highway length over the past 11 years. From approximately 91,000 km in 2014, the network now spans nearly 1.47 lakh km. This expansion underscores the government's steadfast commitment to connecting regions, enhancing logistical efficiency, and enabling trade and commerce across the country.

He particularly lauded the transformation in North Eastern India, where nearly 10,000 km of National Highways have been constructed at a cumulative cost exceeding ₹1.07 lakh crore. This development has dramatically improved connectivity in the region, linking remote and border areas to mainstream economic corridors and providing a crucial boost to regional development and integration.

Call for Global Best Practices and Eco-Friendly Innovation

Shri Malhotra called on all stakeholders to embrace cutting-edge global technologies while being mindful of cost efficiency and sustainability. He emphasized that reducing construction costs must not come at the expense of quality and safety. Instead, he advocated for a holistic approach that includes eco-friendly methodologies, green materials, and smart construction techniques to ensure durability and environmental stewardship.

He stressed the importance of sustainable development practices, particularly given the ecological sensitivity of regions like the North East. “The need of the hour is the adoption of eco-friendly methodologies and cutting-edge construction practices and technology,” he said, reinforcing the government's push toward a green infrastructure agenda.


Role of Indian Roads Congress in Elevating Standards

Praising the Indian Roads Congress for its pivotal role, Shri Malhotra noted that IRC has evolved into a multi-dimensional organization comprising experts from Central and State Governments, the Army’s Engineering Services, the Border Roads Organization (BRO), and other stakeholders. The Minister commended IRC’s contributions to setting national benchmarks through its codes, guidelines, and special publications, which serve as the foundation for quality and safety in all road and bridge construction across India.

He acknowledged that IRC standards are critical in executing national highway projects, ensuring that construction is carried out with technical precision, robust quality control, and safety assurance.

Commitment to North East and Regional Equity

The meeting was attended by prominent dignitaries, including Shri Lalduhoma, Chief Minister of Mizoram, Shri Vanlalhlana, Cabinet Minister, Government of Mizoram, and Shri Richard Vanlalhmangaiha, Member of Parliament from Mizoram. Shri Malhotra underscored the Prime Minister’s deep commitment to the development of the North Eastern region, describing it as a strategic and developmental priority.

He praised the transformation brought about in the region, where improved roads have led to enhanced accessibility, better service delivery, and greater economic opportunities for the people of the North East.

In conclusion, Shri Harsh Malhotra emphasized that infrastructure development is not merely about laying roads; it is about building futures, empowering citizens, and fueling economic engines. “Every kilometer of highway built is a step towards achieving Viksit Bharat,” he said, calling on stakeholders to redouble efforts in driving India’s infrastructure agenda forward with innovation, quality, and purpose.
