In a significant show of international solidarity, New Zealand Prime Minister Christopher Luxon and Foreign Minister Winston Peters have jointly announced a new $16 million support package for Ukraine. The announcement, made just ahead of this week’s NATO Summit in The Hague, reaffirms New Zealand’s firm stance against Russia’s ongoing military aggression and its commitment to upholding international law and security.

Strategic Contributions to Defense Coalitions

Of the total $16 million, $4 million will be allocated to two multinational initiatives focused on military support for Ukraine. These include:

NATO’s Security Assistance and Training for Ukraine (NSATU) Fund – A mechanism designed to provide both lethal and non-lethal military aid to the Ukrainian armed forces.

The Drone Coalition for Ukraine, spearheaded by the United Kingdom and Latvia – A joint effort aimed at enhancing Ukraine’s capacity to deploy unmanned aerial systems in defense operations.

This targeted military assistance underscores New Zealand’s recognition of Ukraine’s right to defend its sovereignty, and reflects growing concern over the broader geopolitical consequences of the war, particularly across the Euro-Atlantic and Indo-Pacific regions.

“The defense of Ukraine has significant implications not only for the security of the Euro-Atlantic, but also for the Indo-Pacific,” said Foreign Minister Winston Peters.

Humanitarian and Displacement Support

The largest share of the new aid package—$8 million—will address urgent humanitarian needs on the ground:

$7 million is earmarked for humanitarian relief in conflict-affected areas of Ukraine, including support for food, shelter, healthcare, and essential services in regions facing sustained attacks.

$1 million will assist Ukrainians displaced in neighboring countries, helping refugee-hosting nations meet shelter and social service demands.

Prime Minister Luxon highlighted the scale of suffering endured by civilians, stating:

“The scale of need remains vast, as Russia continues its bombardment of densely populated civilian areas of Ukraine.”

Sanctions and Diplomatic Measures

This new support package comes on the heels of fresh sanctions introduced by New Zealand targeting Russia’s so-called “shadow fleet”—vessels used to circumvent international oil sanctions—and other entities supporting Russia’s war machine. These sanctions complement a broader suite of restrictive measures including travel bans, export controls, and financial sanctions.
