The meeting marked a significant stride in India's digital governance transformation under Mission Karmayogi, with an emphasis on strengthening the skillset and institutional capacity of fisheries professionals across the country.
High-Level Participation and Strategic Oversight
The session witnessed the active participation of Minister of State for MoFAH&D and Panchayati Raj, Prof. S.P. Singh Baghel, and Minister of State for MoFAH&D and Minority Affairs, Shri George Kurian. Also present were Secretary (Fisheries) Dr. Abhilaksh Likhi and other senior officials from the Department of Fisheries, highlighting the inter-ministerial commitment to digital skilling in public administration.
Shri Ajay Srivastava, Economic Adviser at MoFAH&D, delivered a comprehensive presentation spotlighting the platform's performance metrics, including user engagement patterns, platform analytics, and stakeholder feedback. His report underscored iGOT Karmayogi's evolving role as a transformative, mission-critical initiative, aligning government personnel development with the broader vision of Atmanirbhar Bharat.
Progress and Performance Highlights
A notable achievement presented was the Department’s successful 100% onboarding at the headquarters level, with an impressive 85% penetration in subordinate offices. The remaining onboarding targets are expected to be completed in the near term. Union Minister Shri Rajiv Ranjan Singh commended the Department’s efforts while emphasizing the urgency of universal coverage. He urged officials to prioritize full integration, stating that a consolidated outcome report should be submitted to the Cabinet Secretariat, Capacity Building Commission (CBC), and Department of Personnel & Training (DoPT) for strategic follow-up.
Enhancing Training Depth and Accessibility
In a forward-looking move, the Minister instructed the institutionalization of monthly knowledge-sharing sessions within the Department to foster cross-learning and peer interaction. This directive aligns with the broader aim of promoting a culture of continuous learning across governmental institutions.
The review also surfaced a range of constructive suggestions aimed at further strengthening the platform. Participants advocated for:
-
Improving the usability of the iGOT mobile application, ensuring a seamless and user-friendly interface.
-
Diversifying course content, especially by adding advanced and technical training modules in fisheries and aquaculture.
-
Adopting a hybrid learning model, blending online and offline components to enhance hands-on, practical learning outcomes.
Long-Term Vision and Sectoral Impact
Dr. Abhilaksh Likhi, Secretary (Fisheries), stressed the long-term value of structured digital training, describing it as essential to building a nimble, adaptive workforce. He also highlighted the importance of extending training benefits beyond departmental personnel to include key stakeholders like fisheries cooperatives, exporters, and entrepreneurs—ensuring that capacity building has a sector-wide impact.
Participants echoed the sentiment, affirming that strategic knowledge dissemination via digital platforms could vastly improve service delivery, sector governance, and stakeholder engagement.
Towards a Future-Ready Fisheries Workforce
The meeting concluded with a renewed commitment to leverage digital platforms for upskilling and modernizing fisheries administration. With clear directives, robust institutional backing, and a growing ecosystem of digital learning resources, the Department of Fisheries is poised to become a model for other sectors in implementing Mission Karmayogi's vision of “learning anytime, anywhere.”
The outcomes of the review meeting are expected to shape policy advisories, operational strategies, and future content development on the iGOT platform, reinforcing India's trajectory towards a digitally empowered civil service.
