JeM's Ambitious Mosque Fundraiser: A Cloak for Terror Financing?

In a strategic move resembling Lashkar-e-Taiba's decentralization policy, Pakistan-based terror outfit Jaish-e-Mohammad (JeM) has launched a massive fundraising campaign. The initiative is ostensibly to build 313 mosques but aims to sustain their operations and finance weapons, according to security sources.
With support from Pakistan's Inter-Services Intelligence (ISI), JeM leverages digital wallets to sidestep global scrutiny. The Rs 3.91 billion fund drive is anticipated to finance JeM's operations for a decade. JeM's destroyed headquarters and training camps will be rebuilt under the façade of mosque construction.
The campaign utilizes platforms such as Facebook for appeals to donors, facilitated by key members associated with JeM founder Masood Azhar. Despite Pakistan's official crackdown, funds flow through digital means, bypassing conventional restrictions imposed by the Financial Action Task Force (FATF).
