The commission, led by Justice P C Ghose, found former Chief Minister KCR directly accountable for procedural and financial discrepancies in the project's execution. Harish Rao, as the irrigation minister, also faced criticism in the findings.
Amidst allegations of the report being biased, petitioners' counsels argued that due process was violated as neither notices were issued to their clients nor opportunities given to cross-examine witnesses.
