Mauritius IT Minister Visits C-DOT, Explores Disaster Alerts & 5G Solutions

In a move that strengthens India–Mauritius technology collaboration, H.E. Dr. Avinash Ramtohul, Minister for Information Technology, Communication and Innovation of the Republic of Mauritius, visited the headquarters of the Centre for Development of Telematics (C-DOT) in New Delhi. The visit focused on exploring disaster management, cybersecurity, and next-generation telecom solutions being developed by India’s premier telecom R&D centre.
Showcasing Disaster Management & Cybersecurity Solutions
Dr. Rajkumar Upadhyay, CEO of C-DOT, led a detailed demonstration of C-DOT’s telecom product portfolio. A key highlight was the Early Warning System (EWS) and Cell Broadcast (CB) Solution, already deployed in India to deliver real-time alerts during disasters such as cyclones, floods, and earthquakes. The ITU CAP-compliant system has been critical in disseminating alerts to millions simultaneously, saving countless lives.
The Mauritius delegation showed particular interest in the system’s application for coastal and island populations, where rapid communication can protect vulnerable communities such as fishermen.
C-DOT also demonstrated advanced cybersecurity technologies, including:

Security Operation Centre (SOC): Real-time detection and mitigation of cyber threats across endpoints.

Quantum Key Distribution & Post-Quantum Cryptography: Future-ready solutions ensuring secure communication in a post-quantum era.

SAMVAD – Secure Chat & Calling Application: An indigenous platform for private communication designed for government and enterprise use.
4G, 5G, and Future-Ready Connectivity
The Minister also witnessed demonstrations of C-DOT’s indigenous 4G and 5G core and RAN solutions, optical transport and access systems, and switching and routing technologies. These solutions form the backbone of India’s digital infrastructure, supporting projects such as BharatNet and contributing to the Government’s Digital India and Atmanirbhar Bharat initiatives.
C-DOT further shared its ongoing research into 6G use cases, showcasing India’s ambition to be a leader in next-generation global telecom innovation.
Mauritius’ Appreciation and Collaboration Outlook
Commending India’s scale of implementation, Dr. Ramtohul remarked: “C-DOT’s Early Warning System and Cell Broadcast Solution are highly beneficial and lifesaving, especially for vulnerable communities like fishermen. This engagement sets the stage for deeper collaboration in emergency alerting and telecom innovation. Our partnership with India reflects trusted cooperation in telecommunications that accelerates innovation and national development.”
He was accompanied by Mr. Sarat Dutt Lalah, G.O.S.K., Chairman of Mauritius Telecom, who praised C-DOT’s R&D ecosystem and stressed the importance of joint development of cutting-edge telecom solutions for mutual benefit.
