India and Chile have accelerated efforts to deepen bilateral economic cooperation and conclude a long-awaited Comprehensive Economic Partnership Agreement (CEPA) following a high-level visit to India by a delegation from the Republic of Chile led by Foreign Minister Francisco Pérez Mackenna.

The visit marked a significant step in expanding strategic trade and investment ties between the two countries, with both governments reaffirming their commitment to building a stronger, future-oriented economic partnership anchored in trade diversification, resilient supply chains and sustainable growth.

During the bilateral engagements, Union Minister of Commerce and Industry Piyush Goyal held extensive discussions with the Chilean Foreign Minister focused on strengthening commercial relations and expanding cooperation across priority sectors.

Both sides acknowledged the steady growth in India-Chile economic relations and emphasised the need to unlock the full potential of bilateral trade through deeper market integration and enhanced private-sector engagement.

CEPA Negotiations Move to Centre Stage

A major focus of the discussions was the ongoing negotiations toward a Comprehensive Economic Partnership Agreement (CEPA) between India and Chile.

Officials from both countries recognised the agreement as a strategic instrument capable of significantly expanding trade, investment flows and industrial cooperation between the two economies.

“The discussions focused on the ongoing negotiations towards a Comprehensive Economic Partnership Agreement (CEPA) between India and Chile. Both sides acknowledged the importance of CEPA in unlocking the full potential of the bilateral economic relationship and expressed their commitment to work towards its early conclusion,” the government said.

Trade experts say the proposed CEPA could become one of India’s most important trade agreements in Latin America, particularly as India seeks to diversify trade partnerships and secure access to critical resources and emerging markets.

Expanding India’s Strategic Presence in Latin America

Chile has increasingly emerged as an important economic partner for India in South America due to its strong mining sector, stable economic environment and strategic position within global supply chains.

Analysts believe India’s engagement with Chile aligns with broader geopolitical and economic goals that include:

  • Expanding trade ties with Latin America

  • Securing critical mineral supply chains

  • Strengthening renewable energy partnerships

  • Diversifying import sources

  • Supporting industrial manufacturing

  • Enhancing global supply chain resilience

Chile is globally recognised as one of the world’s leading producers of critical minerals such as lithium and copper — resources considered essential for electric vehicles, batteries, clean energy systems and advanced manufacturing technologies.

Commerce Secretary Holds Separate Strategic Talks

As part of the visit, India’s Commerce Secretary also held a separate bilateral meeting with Ms. Paula Estévez, Vice-Minister of International Economic Relations (SUBREI) of Chile.

The discussions focused on operational and institutional aspects related to strengthening economic cooperation, including:

  • Trade facilitation

  • Market access

  • Investment promotion

  • Institutional economic engagement

  • Frameworks for accelerating CEPA negotiations

Officials from both sides also discussed mechanisms to enhance business connectivity and improve long-term commercial collaboration.

Business Roundtable Explores New Growth Opportunities

A major highlight of the visit was the India-Chile Business Roundtable organised in New Delhi, which brought together leading industry representatives and business stakeholders from both countries.

The event served as a platform to explore emerging opportunities for collaboration across several strategic sectors.

Key Focus Areas Included:

  • Critical minerals

  • Renewable energy

  • Agri-business

  • Infrastructure

  • Pharmaceuticals

  • Digital services

  • Logistics

  • Advanced manufacturing

Industry leaders from both countries discussed ways to leverage economic complementarities and promote stronger private-sector partnerships.

Business analysts say India and Chile possess significant potential for cooperation in green technologies and resource security, particularly as global industries transition toward cleaner energy systems.

Critical Minerals Emerging as Strategic Priority

One of the most strategically important aspects of the bilateral discussions was cooperation in critical minerals.

Chile is one of the world’s largest producers of lithium and copper — both essential for:

  • Electric vehicle batteries

  • Renewable energy infrastructure

  • Energy storage systems

  • Electronics manufacturing

  • Semiconductor industries

India, meanwhile, is aggressively expanding its electric mobility and clean energy sectors under initiatives such as:

  • National Electric Mobility Mission

  • Green Hydrogen Mission

  • Renewable Energy Expansion Programmes

  • Advanced battery manufacturing initiatives

Experts say stronger India-Chile cooperation could help India secure long-term access to key mineral resources necessary for its industrial and energy transition goals.

Renewable Energy and Sustainability Cooperation

The discussions also reflected growing global emphasis on sustainable development and climate-resilient economic growth.

Both sides highlighted the importance of collaboration in:

  • Renewable energy technologies

  • Green manufacturing

  • Sustainable supply chains

  • Clean transportation

  • Climate-friendly industrial development

Officials noted that India and Chile share common interests in promoting sustainable economic models and enhancing resilience against global supply chain disruptions.

Strengthening Resilient Supply Chains

A recurring theme throughout the engagements was the importance of resilient and diversified supply chains in an increasingly uncertain global environment.

Recent geopolitical disruptions, energy volatility and trade tensions have accelerated efforts by many countries to strengthen trusted economic partnerships and reduce overdependence on limited supply sources.

Both India and Chile emphasised the importance of:

  • Stable trade partnerships

  • Secure supply chains

  • Diversified sourcing

  • Long-term industrial cooperation

  • Strategic economic resilience

Analysts believe closer India-Chile ties could contribute significantly to supply chain diversification in sectors linked to clean energy, manufacturing and advanced technologies.

Bilateral Relations Continue to Expand

India and Chile have historically maintained warm diplomatic relations characterised by:

  • Democratic values

  • Political trust

  • Growing commercial engagement

  • Development cooperation

  • Expanding people-to-people ties

Trade between the two countries has steadily grown over recent years, supported by an existing Preferential Trade Agreement (PTA) which both countries now aim to expand through the proposed CEPA framework.

The new agreement is expected to significantly broaden the scope of cooperation beyond tariff concessions into areas such as:

  • Investment

  • Services

  • Technology cooperation

  • Digital trade

  • Industrial partnerships

Toward a Future-Oriented Economic Partnership

Officials from both countries said the visit helped reinforce momentum toward a more strategic and future-focused bilateral relationship.

“The visit further strengthened the momentum in bilateral ties and reaffirmed the shared commitment of both countries towards building a stronger and future-oriented economic partnership,” the government stated.

As India intensifies efforts to strengthen global trade partnerships and secure strategic economic interests, Chile is increasingly emerging as an important gateway for India’s engagement with Latin America and global critical mineral supply chains.

The progress in CEPA negotiations is expected to be closely watched by industries on both sides seeking expanded market access, investment opportunities and stronger long-term economic collaboration.
