President Cyril Ramaphosa has removed Minister of Social Development Sisisi Tolashe from Cabinet with immediate effect in a surprise executive reshuffle announced by the Presidency on Thursday.
The Presidency confirmed that the dismissal was carried out in terms of Section 91(2) of the Constitution of the Republic of South Africa, which grants the President the authority to appoint and dismiss Cabinet ministers at his discretion.
The abrupt leadership change comes amid ongoing political scrutiny surrounding government performance, service delivery challenges, and pressure on key social support institutions.
Presidency Confirms Immediate Dismissal
In a brief official statement, the Presidency announced that Tolashe had been removed from her role as Minister of Social Development effective immediately.
“President Cyril Ramaphosa has, in terms of section 91(2) of the Constitution of the Republic of South Africa, 1996, removed Minister of Social Development Sisisi Tolashe from her position,” the Presidency said.
No reasons for the dismissal were publicly provided in the statement.
Political analysts say the lack of detailed explanation is likely to fuel speculation regarding the circumstances behind the decision and potential broader Cabinet adjustments.
Sindisiwe Chikunga Named Acting Minister
To ensure continuity within the Department of Social Development, President Ramaphosa has appointed Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, as acting Minister of Social Development.
The acting appointment also takes effect immediately.
“In the interim, President Ramaphosa has appointed Minister in the Presidency for Women, Youth and Persons with Disabilities Sindisiwe Chikunga as the acting minister in the portfolio pending a full-time appointment in due course,” the Presidency said.
The Government indicated that a permanent appointment to the portfolio will be made later.
Social Development Ministry Plays Critical National Role
The Department of Social Development is one of South Africa’s most strategically important government departments, overseeing:
-
Social grants administration
-
Poverty alleviation programmes
-
Child welfare services
-
Community development initiatives
-
Support for vulnerable populations
The department works closely with the South African Social Security Agency (SASSA), which distributes social grants to millions of South Africans each month.
Social protection remains one of the largest areas of government expenditure in South Africa and plays a critical role in supporting low-income households amid:
-
High unemployment
-
Poverty
-
Food insecurity
-
Economic inequality
Cabinet Stability Under Increasing Public Scrutiny
The dismissal comes at a time when President Ramaphosa continues facing mounting pressure over:
-
Government performance
-
Economic challenges
-
Service delivery concerns
-
Cabinet effectiveness
Executive reshuffles in South Africa often attract intense political attention because of their implications for:
-
Policy direction
-
Party dynamics
-
Governance stability
-
Public confidence
Political observers say the appointment of an acting minister suggests the Presidency may still be considering broader decisions regarding the long-term leadership of the department.
Sindisiwe Chikunga Adds Major Portfolio Responsibility
Sindisiwe Chikunga currently serves as Minister in the Presidency responsible for Women, Youth and Persons with Disabilities — a portfolio closely linked to many of the social development challenges facing South Africa.
Her temporary appointment places her at the centre of one of the government’s most socially sensitive departments during a period of high economic pressure on vulnerable communities.
Analysts say continuity in social grant payments and welfare programmes will likely remain a top priority during the leadership transition.
Questions Likely Over Permanent Replacement
The Presidency did not indicate when a permanent Minister of Social Development would be appointed.
Political analysts expect speculation to intensify over:
-
Possible Cabinet reshuffles
-
Internal ANC dynamics
-
Potential successors
-
Future direction of the department
The leadership change also comes as government continues implementing broader social and economic support programmes amid persistent socio-economic challenges across the country.
For now, the Presidency has emphasised that the transition takes immediate effect and that government operations within the department will continue under acting leadership.
