Call for Reform: Restructuring India's Joint Consultation Platform

The All India National Public Services Employees Federation (AINPSEF) has called upon the Indian government to overhaul the Joint Consultative Machinery (JCM), the pivotal platform for dialogue between the government and its employees. They argue that the current structure, conceived in the 1960s, no longer aligns with contemporary administrative frameworks.

With over 13 lakh government employees backing this demand, AINPSEF emphasizes that the number of ministries and departments has grown far beyond the scope of the original JCM. This expansion, they argue, necessitates a more inclusive and representative system that includes underrepresented ministries and centrally governed ecosystems.

The proposal to restructure the JCM also includes suggestions for rotational appointments of employee representatives and creating new representation blocks for Union Territory employees. This, the federation insists, would enhance participative governance and ensure more comprehensive institutional dialogue.
