Prime Minister Narendra Modi chaired the 51st meeting of PRAGATI, the government’s ICT-enabled governance and project monitoring platform, where he reviewed major infrastructure projects worth nearly ₹30,000 crore and stressed the need for faster execution, stronger coordination, and mission-mode implementation of national development initiatives.

The high-level meeting, held at Seva Teerth on 27 May 2026, focused on critical infrastructure projects in the:

  • Railways sector

  • Power sector

  • Road infrastructure sector

covering nine states across the country.

The Prime Minister also reviewed progress under:

  • Swachh Bharat Mission-Urban 2.0

  • Ken-Betwa River Linking Project

while calling for greater accountability, innovation, and time-bound implementation across government departments and states.

PRAGATI Platform Driving Faster Governance

PRAGATI — Pro-Active Governance and Timely Implementation — is a technology-driven platform designed to improve coordination between the Central and State Governments for monitoring:

  • Infrastructure projects

  • Public grievances

  • Flagship schemes

  • Administrative bottlenecks

The platform enables direct review of delayed or strategically important projects by the Prime Minister and senior officials.

Officials stated that the reviewed projects are considered vital for:

  • Economic growth

  • Public welfare

  • Regional connectivity

  • Logistics development

  • Energy security

PM Pushes Rooftop Solar Expansion in Mission Mode

During the review of power sector projects, Prime Minister Modi strongly emphasised accelerating the adoption of rooftop solar systems across urban India.

He directed authorities to take rooftop solar deployment forward in “mission mode” with particular attention to:

  • Cities

  • Residential colonies

  • Public institutions

  • Community infrastructure

The Prime Minister highlighted several expected benefits of large-scale rooftop solar adoption, including:

  • Lower electricity costs

  • Improved household energy security

  • Reduced dependence on conventional energy

  • Promotion of clean and renewable power generation

The Government has increasingly prioritised distributed solar generation as part of India’s broader renewable energy transition strategy.

Canal-Based Solar Power Model Encouraged

Prime Minister Modi also proposed innovative use of canal infrastructure for renewable energy generation.

He encouraged exploration of:

  • Solar panels installed over canals

  • Solar systems alongside canal networks

The initiative could help:

  • Optimise land use

  • Reduce water evaporation losses

  • Generate clean electricity

  • Increase efficiency of water infrastructure

India has already implemented pilot canal-top solar projects in some states, and the Prime Minister suggested expanding such approaches more systematically.

Vadhavan Port to Become Integrated Logistics Hub

While reviewing road and port connectivity projects, the Prime Minister stressed that the proposed Vadhavan Port project should be developed as a fully integrated multi-modal logistics ecosystem rather than merely a standalone port facility.

He called for seamless integration with:

  • Coastal shipping

  • Inland waterways

  • Dedicated freight corridors

  • High-speed rail networks

  • Highway systems

  • Airport connectivity

According to the Prime Minister, Vadhavan Port should evolve into:

  • A national logistics gateway

  • A major trade and transport hub

  • A model for future port-led development

The Government has been focusing heavily on integrated logistics planning to improve freight efficiency and reduce transportation costs across India.

Swachh Bharat Mission 2.0 Focuses on Outcomes

Prime Minister Modi also reviewed implementation of Swachh Bharat Mission-Urban 2.0 and stressed that the programme must move beyond simple infrastructure creation.

He called for:

  • Measurable outcomes

  • Continuous monitoring

  • Strong citizen participation

  • Better coordination among stakeholders

The Prime Minister directed states to accelerate completion of:

  • Solid waste processing plants

  • Waste management infrastructure

  • GOBARdhan plants

The Swachh Bharat Mission 2.0 aims to strengthen urban sanitation systems, waste processing capacity, and scientific waste management practices across cities and towns.

Ken-Betwa Project Seen as National Model

During discussions on the Ken-Betwa River Linking Project, Prime Minister Modi described the initiative as a potential model for resolving inter-state water management challenges through cooperation and technology-driven implementation.

The Prime Minister encouraged states to explore similar integrated projects involving:

  • River linking

  • Water conservation

  • Groundwater recharge

  • Irrigation efficiency

He stressed the importance of:

  • Timely clearances

  • Technology-based monitoring

  • Mission-mode execution

to strengthen long-term water security across India.

The Ken-Betwa project is among India’s most significant river interlinking initiatives aimed at improving irrigation and water availability in drought-prone regions.

PM Warns Against Delays in Public Projects

A major theme of the meeting was the importance of reducing delays in public infrastructure projects.

Prime Minister Modi warned that project delays lead to:

  • Cost escalation

  • Wastage of public resources

  • Slower economic growth

  • Delayed public benefits

He emphasised that delays directly affect citizens’ lives and regional development.

The Prime Minister directed ministries, departments, and state governments to adopt:

  • More proactive approaches

  • Faster decision-making

  • Time-bound execution systems

  • Better inter-agency coordination

to resolve bottlenecks quickly.

Monthly Monitoring of Social Sector Schemes Introduced

At the beginning of the meeting, the Cabinet Secretary informed participants that a new system of monthly reviews of social sector schemes at the state level has now been operationalised following directions from the Prime Minister.

The new mechanism aims to improve:

  • Regular monitoring

  • Accountability

  • Faster issue resolution

  • State and district-level implementation efficiency

Swachh Bharat Mission has been selected as the first programme for this new review framework.

Infrastructure and Governance Reforms Remain Key Government Priority

The PRAGATI meeting reflects the Government’s continued emphasis on:

  • Infrastructure expansion

  • Multi-modal connectivity

  • Renewable energy

  • Urban sanitation

  • Water security

  • Faster governance systems

The Centre has increasingly relied on digital monitoring platforms and direct high-level reviews to improve implementation efficiency and ensure large projects remain on schedule.

Officials say the Government sees integrated infrastructure development and streamlined governance as central pillars for achieving long-term economic growth and the vision of a developed India by 2047.
