Amit Shah Calls for Stronger Border and Coastal Security in Bhuj, Gujarat

Union Home Minister and Minister of Cooperation Amit Shah chaired a high-level security review meeting in Bhuj, Gujarat, to assess the security situation in districts located along the India-Pakistan Border (IPB) and the state's coastal areas. The meeting focused on strengthening border management, addressing emerging security threats, enhancing inter-agency coordination, and ensuring greater vigilance against illegal infiltration, smuggling, radicalization, and financial crimes.
The meeting was attended by Gujarat Chief Minister Bhupendra Patel, Deputy Chief Minister Kanubhai Desai, the Chief Secretary, Director General of Police, senior state government officials, and district-level administrators and police officers from Kutch, Vav-Tharad, and Patan—regions that hold significant strategic importance due to their proximity to the international border.
The discussions reflected the Centre’s continued emphasis on securing India’s western frontier through a combination of technological surveillance, administrative coordination, community engagement, and stringent law enforcement measures.
Gujarat’s Border Security Transformation
Addressing officials during the meeting, Amit Shah highlighted the significant improvements achieved in Gujarat’s security environment over the years.
He stated that a combination of border fencing, strengthened maritime surveillance, and the state government's strong political commitment has brought about a major transformation in border security management. According to Shah, these measures have played a key role in virtually eliminating infiltration and significantly curbing smuggling activities along Gujarat’s international border.
The Home Minister noted that Gujarat has emerged as an example of effective border management, demonstrating how coordinated efforts between security agencies and civil administration can strengthen national security while supporting regional development.
Zero Tolerance Towards Encroachments Along Border Areas
One of the key directives issued during the meeting concerned unauthorized encroachments in areas located close to the international border.
Amit Shah stressed that authorities must adopt a strict zero-tolerance policy toward all illegal encroachments within the 0–15 kilometre belt along the India-Pakistan border.
He directed local administrations to identify and remove unauthorized settlements and activities that could potentially compromise border security or create vulnerabilities for security agencies.
Officials believe that maintaining clear and secure border zones is essential for effective surveillance, patrolling, and rapid response to security incidents.
Vigilance Against Radicalization
The Home Minister also emphasized the need for close monitoring of activities that could contribute to radicalization in border districts.
He directed district authorities and security agencies to remain alert to emerging centres of radicalization and ensure timely intervention wherever signs of extremist influence are detected.
Border regions often face unique security challenges due to cross-border influences, and authorities were instructed to strengthen intelligence gathering and community engagement efforts to prevent radical elements from gaining a foothold.
Shah underlined the importance of proactive monitoring and coordination between law enforcement agencies and local administrations in addressing such threats.
Demographic Changes Identified as a Major Security Concern
A significant portion of the discussions focused on demographic developments in border districts.
Amit Shah described demographic changes in sensitive border areas as one of the most serious challenges facing security agencies and local administrations.
He instructed District Magistrates to closely monitor demographic trends and submit regular reports regarding population changes, migration patterns, and settlement activities in their respective jurisdictions.
According to the Home Minister, understanding demographic shifts is critical for maintaining social stability and identifying potential security risks before they escalate.
At the same time, Shah welcomed the phenomenon of reverse migration occurring in some border districts due to the establishment of industrial projects and economic opportunities.
He observed that development-driven migration back into these regions can contribute positively to economic growth, employment generation, and social stability.
Intensified Action Against Illegal Infiltrators
The Home Minister called for coordinated efforts at every level of administration to identify and deport illegal infiltrators already residing in border areas.
He stated that officials ranging from police station personnel to revenue officers must work together to ensure effective implementation of laws related to illegal immigration.
According to Shah, local administrations should develop district-specific Standard Operating Procedures (SOPs) tailored to the unique security challenges faced by each border district.
These SOPs should address issues such as the identification of illegal infiltrators, drone-related threats, narcotics trafficking, and other emerging security concerns.
The Home Minister emphasized that proactive action is essential to prevent illegal networks from becoming entrenched within local communities.
District Security Coordination Groups to Be Established
To strengthen inter-agency cooperation, Amit Shah directed the formation of Security Coordination Groups in every border district.
These groups will include representatives from:

The objective of these groups is to improve information sharing, coordinate enforcement actions, and create a unified approach to addressing security and financial threats.
Officials believe that integrating financial intelligence with traditional security operations will help uncover networks involved in smuggling, money laundering, and other illicit activities.
Focus on Financial Crimes and Hawala Networks
Amit Shah devoted considerable attention to the role of financial crimes in supporting illegal activities in border regions.
He instructed authorities to maintain strict surveillance over:

He stated that effective enforcement of tax laws, anti-money laundering regulations, and customs provisions should become a shared responsibility of District Magistrates, Superintendents of Police, and senior border officials.
The Income Tax Department was also directed to work closely with the Reserve Bank of India (RBI) in conducting extensive survey campaigns aimed at identifying suspicious financial activities.
Strengthening Coastal Security
Given Gujarat’s extensive coastline and its proximity to the International Maritime Boundary Line (IMBL), coastal security emerged as another major area of focus during the meeting.
The Home Minister stressed the need to prioritize maritime security and ensure close coordination between local authorities and the Indian Coast Guard.
Gujarat’s coastline plays a critical role in India’s trade, energy security, and maritime defence. However, it also presents challenges related to smuggling, illegal fishing, infiltration, and maritime crime.
Shah directed authorities to strengthen surveillance systems, improve intelligence sharing, and enhance preparedness for responding to maritime security incidents.
The emphasis on coastal security reflects growing recognition of the need to secure both land and sea borders through integrated approaches.
Development and Security Must Go Hand in Hand
Alongside security measures, Amit Shah emphasized the importance of ensuring comprehensive development in border villages.
He directed officials to achieve complete saturation of all central and state government welfare schemes in border regions, ensuring that every eligible beneficiary receives the intended benefits.
The Home Minister specifically referred to the Vibrant Villages Programme, which aims to improve infrastructure, connectivity, public services, and economic opportunities in strategically important border settlements.
According to Shah, strengthening development in border communities is not only a social and economic imperative but also a strategic necessity that contributes to national security.
Improved infrastructure, employment opportunities, healthcare, education, and public services can help strengthen local communities and reduce vulnerabilities that may be exploited by hostile elements.
Building a Comprehensive Border Security Framework
The Bhuj security review meeting highlighted the Government’s broader strategy of combining strong law enforcement with development-focused initiatives to secure India’s border regions.
By integrating border management, financial surveillance, demographic monitoring, anti-radicalization efforts, coastal security, and welfare programmes, authorities aim to create a comprehensive framework capable of addressing both traditional and emerging security challenges.
Officials indicated that continued coordination between central agencies, state governments, local administrations, and security forces will remain essential for safeguarding the nation’s western frontier.
