The International Fund for Agricultural Development (IFAD) has reaffirmed its long-standing partnership with Mexico through a high-level mission aimed at advancing a new development strategy focused on food sovereignty, climate resilience, and social inclusion in rural communities. The visit marks an important step in shaping the Country Strategic Opportunities Programme (COSOP) for 2026–2031, a framework that will guide IFAD’s investments and cooperation efforts across Mexico over the next six years.

During meetings with senior government officials, IFAD representatives and Mexican authorities discussed priorities for strengthening agricultural production, improving rural livelihoods, and addressing development challenges in some of the country’s most vulnerable regions. The new strategy will place particular emphasis on southern Mexican states, where poverty levels remain high and access to economic opportunities continues to be limited.

The COSOP has been jointly developed by IFAD and the Government of Mexico to support national efforts aimed at transforming rural economies. The programme seeks to improve productivity among small-scale farmers, increase employment opportunities, strengthen local value chains, and expand access to domestic and international markets.

IFAD Associate Vice-President for Operations Donal Brown highlighted the strong relationship between the organization and Mexico, describing the new strategy as a continuation of a shared commitment to sustainable rural transformation. According to Brown, the programme aligns closely with Mexico’s development priorities and is designed to create greater opportunities for rural families while strengthening agricultural competitiveness.

A major component of the strategy focuses on enhancing the productive capacity of rural communities. Farmers and producers will receive technical assistance, training, and access to innovative technologies that can improve yields and increase efficiency. By promoting modern agricultural practices and strengthening market connections, the programme aims to boost incomes and create more sustainable economic opportunities for rural households.

Climate change adaptation is another key pillar of the initiative. Rural communities across Mexico are increasingly facing challenges related to droughts, extreme weather events, land degradation, and declining natural resources. To address these issues, the strategy will support climate-smart agricultural practices, soil restoration efforts, and sustainable land management techniques that help communities adapt to changing environmental conditions.

The programme also places a strong emphasis on social inclusion. Women and Indigenous populations, who often face barriers to financial services, education, and economic participation, will receive targeted support through financial literacy programmes, access to tailored financial products, and opportunities to take a greater role in agricultural and forestry-related activities. Policymakers believe these measures will help reduce inequalities while promoting inclusive economic growth.

Environmental Restoration Transforming the Balsas River Basin

One of the most significant examples of IFAD’s work in Mexico is the Resilient Balsas Basin project, which is being implemented in collaboration with Mexico’s National Forestry Commission. During their visit, IFAD officials travelled to Oaxaca to observe environmental restoration efforts that have transformed large areas of degraded land into productive and ecologically sustainable landscapes.

The initiative builds upon more than two decades of work led by Indigenous communities in the Mixteca Alta region. Through extensive soil conservation projects, reforestation campaigns, and ecosystem restoration activities, local residents have successfully rehabilitated more than 25,000 hectares of land.

The restoration effort has produced significant environmental and social benefits. Areas once affected by severe degradation and water scarcity have gradually become forested landscapes that improve biodiversity, reduce erosion, and enhance water availability for nearby communities. These achievements demonstrate how community-led environmental management can contribute to both climate resilience and rural development.

IFAD Regional Director for Latin America and the Caribbean Rocío Medina Bolívar emphasized that the project illustrates the value of collaboration among development partners. By combining financial resources, technical expertise, and local knowledge, stakeholders have been able to maximize the impact of investments and create long-term benefits for rural populations.

The Resilient Balsas Basin project extends far beyond Oaxaca. Activities are currently being carried out across seven additional states, including Guerrero, Jalisco, State of Mexico, Michoacán, Morelos, Puebla, and Tlaxcala. In these regions, communities are working together to promote sustainable forest management and develop value-added products derived from forest resources, creating new income opportunities while protecting natural ecosystems.

The project represents a total investment exceeding US$90 million, financed jointly by IFAD, the Government of Mexico, and the Green Climate Fund. Once fully implemented, it is expected to positively impact approximately 200,000 people through improved environmental conditions, stronger livelihoods, and greater economic resilience.

Expanding the Role of the Private Sector

Recognizing that sustainable rural development requires broad collaboration, IFAD’s new strategy also places significant emphasis on private sector engagement. Encouraging investment from businesses, financial institutions, and development organizations is viewed as essential for accelerating economic growth and modernizing rural economies.

This objective was highlighted during a high-level dialogue organized jointly by IFAD and the School of Government and Public Transformation at Tecnológico de Monterrey. The event brought together representatives from government agencies, multilateral organizations, private companies, development banks, and academic institutions to explore opportunities for collaboration in transforming Mexico’s food systems and rural economy.

Participants discussed ways to increase investment in agriculture, improve access to financing for rural enterprises, and support innovation across food production and distribution networks. The discussions also examined how public-private partnerships can contribute to sustainable development while creating economic opportunities for rural communities.

During the forum, IFAD presented its private sector engagement strategy for Mexico, outlining plans to identify new investment opportunities and strengthen cooperation with stakeholders across multiple sectors. The organization believes greater private sector participation can complement public investment efforts and help scale successful rural development initiatives.

A Long-Term Vision for Rural Prosperity

The new COSOP for 2026–2031 represents a comprehensive roadmap for addressing some of Mexico’s most pressing rural development challenges. By combining investments in agricultural productivity, climate adaptation, environmental restoration, social inclusion, and private sector participation, the strategy aims to create stronger and more resilient rural communities.

As Mexico continues to confront the impacts of climate change and evolving economic conditions, the partnership between IFAD and the Mexican government is expected to play a crucial role in supporting sustainable growth and improving the livelihoods of thousands of rural families. The programme reflects a long-term vision that seeks not only to strengthen food security and environmental sustainability but also to ensure that the benefits of development reach the country’s most vulnerable populations.
