Ilir Rranci once relished the view of snow-capped peaks from his new home outside Elbasan, Albania. But now, an enormous landfill looms, the result of a botched waste-to-energy project at the center of a massive corruption scandal.
The failed incinerator, meant to convert trash into electricity, is one of three multimillion-euro sites tied to allegations of illegal contracts and misconduct involving high-level officials. Former environment minister Lefter Koka is already jailed, and ex-deputy prime minister Arben Ahmetaj faces charges.
Prime Minister Edi Rama, campaigning for a fourth term, is promising EU membership by 2030, despite skepticism from experts. This scandal may affect his election chances, as past opposition allegations and voter discontent over corruption cast a shadow over Albania's political landscape.
