The Delhi government has directed all its departments to adopt eSAM portal for end-to-end asset tracking and management, ensuring efficient resource utilisation, officials said on Monday.
The portal, eSAM (e-System for Asset Management), is a web based application developed by the National Informatics Centre (NIC) to streamline and automate asset management across government departments.
The Delhi government has decided to adopt the eSAM portal which will function as the single authoritative source for the complete life cycle management of all physical and digital assets, officials said.
It will ensure real-time tracking of the assets assigned to the employees or departments concerned and put in place a formal documentation, inventory and stock management from procurement to disposal -through a centralized digital platform.
The departments have been directed to upload details of assets at their disposal on the eSAM portal and regularly update it as per any changes, said a senior Delhi government officer.
The IT department of the Delhi government in an order directed that all designated officers and staff will ensure their profiles are duly updated on the portal and the valid user ID and password have been created.
It said that despite implementation of the eSAM platform, asset tracking at different stages is still not fully streamlined, and directed that all assets must be managed only through the portal.
The store in-charge will undertake a thorough reconciliation of the existing.
physical inventory with departmental records of employees to ensure accuracy.
and eliminate discrepancies related to the government assets, added the order.
After complete implementation, the portal will replace manual registers, spreadsheets and fragmented inventories with a single digital platform, boosting an efficient utilisation of resource, officials said.
The portal maintains a real-time digital inventory of assets such as computers, printers, networking equipment, office devices, furniture, vehicles and other government resources. It helps in tracking assets nature, its possession, location, operational status at the level of departments and employees concerned.
The full history of every asset improves accountability as it is digitally tagged and recorded. This minimizes chances of asset misuse, duplicate purchases or record manipulation and ensures smoother auditing, stated the officials.
