Delhi High Court Grants Arpan Gupta Permission to Travel Amid ED Investigation

The Delhi High Court has allowed hospitality businessman Arpan Gupta to travel to Bali, Indonesia, from May 14 to 20, 2026, despite a Look Out Circular issued by the Enforcement Directorate. Gupta, not accused in any ED case, must adhere to conditions including bond submissions and limited travel.

The Delhi High Court has granted permission for hospitality businessman Arpan Gupta to travel to Bali, Indonesia, for six days. The Look Out Circular (LOC) issued against him by the Enforcement Directorate (ED) will be suspended during his travel period from May 14 to 20, 2026. Although Gupta is not accused in any Enforcement Directorate case, conditions apply to his travel.

Justice Anup Jairam Bhambhani, who presided over the decision, imposed strict conditions, requiring Gupta to file a personal bond of Rs 50 lakh and a surety from his wife. Gupta must also submit a detailed travel itinerary to the Investigating Officer and limit his travel to Indonesia. He is barred from seeking any foreign citizenship or residency while abroad.

The ED had opposed Gupta's application, alleging that his associate, Lakshay Vij, was involved in a hawala racket linked to the Mahadev Betting App. Senior Advocate N Hariharan, representing Gupta, argued that ED's counter-affidavit implicated Gupta in illegal activities without concrete evidence. Gupta had allegedly evaded multiple ED summonses, which the ED cited as grounds for their opposition.
