The move challenges Rule 631 of the Delhi Prison Rules, which restricts communication for those accused of high-profile crimes, including terrorism.
A bench led by Chief Justice D K Upadhyaya noted the absence of representation from the state and jail authorities, setting the matter for hearing on May 22. The prisoners were arrested by the National Investigation Agency in cases involving terror funding through hawala channels.
